STRATEGIC ROLE OVERVIEW

​Under the supervision of the Director of Research and Documentation, the Head of Division, Library and Documentation is responsible for the comprehensive management of the Court’s Library and the preservation of all official ECOWAS documents. This critical role supports the dispensation of justice by providing essential research tools, legal materials, and expert documentation services to the Court and the Research and Documentation Department.

KEY ROLES & RESPONSIBILITIES

  • Policy & Strategy: Design and develop sound procedures for library operations; define criteria for documentation services and lead the digital transformation of the library into an integrated resource center.
  • Team Leadership: Supervise and motivate the Library and Documentation team, ensuring high-quality work and timely delivery of research outputs (jurisprudence indexes, thematic reports, judgment summaries).
  • Research Support: Provide expert assistance in developing legal research strategies to enhance the production of legal opinions, fact sheets, and digests of case law for the Judges.
  • Financial Management: Lead budget preparation, develop annual procurement and work plans, and monitor implementation according to result-based management approaches.
  • Information Digitization: Shape and apply innovative information technology strategies to manage electronic documents and advocate for the Court’s subscription to specialized legal databases.
  • External Liaison: Coordinate with international resource centers, publishers, and other libraries to facilitate access to scarce information sources.
  • Safeguarding: Implement appropriate security and preservation measures for both print and non-print information resources.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • Education: Master’s degree or equivalent in Library Science or a related field from a recognized University.
  • Experience: * Minimum of ten (10) years of experience in documentation support functions (referencing, terminology, editing official docs).
    • ​At least two (2) years in a managerial or supervisory position.
  • Systems Proficiency: Experience with Conference and Production Management Systems (DCPMS) and Enterprise Resource Planning (ERP) systems like SAP/UMOJA.
  • International Context: Previous experience with a regional or international organization is highly desirable.

CORE LEADERSHIP COMPETENCIES

  • Operational Expertise: Knowledge of program management (certification preferred) and the ability to research global benchmarks for library improvement.
  • Diplomacy & Diversity: Ability to work effectively in a multicultural environment, understanding West African cultural views and incorporating gender perspectives into all areas of work.
  • Communication: Fluency in one official ECOWAS language (English, French, or Portuguese). Proficiency in a second language is a significant asset.
  • Technical Writing: Accomplished technical writing and editing skills, with the ability to explain complex situations in simple terms.
  • Result-Based Management: Significant experience identifying timelines, costs, and resources necessary to deliver on institutional goals.
