Project Description
- Lagos Outcomes Fund for Education (2026–2029) is a pioneering outcomes-based financing initiative led by the Lagos State Government and the Education Outcomes Fund (EOF).
- The programme will support out-of-school children (OOSC) and vulnerable learners—including migrant children, street-connected youth, and children with disabilities—to access quality education, stay in school, and improve foundational learning outcomes.
- The programme will strengthen teaching and school leadership, improve learning environments, and deliver targeted support to reduce dropout and improve literacy and numeracy outcomes. It will also generate evidence to inform future scale-up and embed results-based practices within public education systems.
- The programme aims to reach up to 200,000 children across Lagos State, including 68,000 OOSC and 132,000 in-school learners.
Position Description
- The Team Leader will provide strategic and operational leadership for the delivery of a large-scale, outcomes-based education programme in Lagos State, Nigeria. Responsible for overseeing implementation across both the out-of-school and in-school components, the Team Leader will ensure high-quality delivery, adaptive management, and achievement of results tied to school access, retention, and learning outcomes.
- They will lead a multidisciplinary team, manage relationships with government counterparts (particularly LASUBEB), donors, and implementing partners, and ensure compliance with the programme’s rigorous evaluation and payment metrics.
- The ideal candidate will have a strong track record of working with government and non-state actors, experience in foundational learning interventions, and the ability to lead inclusive, data-driven, and locally responsive programming. Prior experience in Nigeria is essential.
Job Summary/Responsibilities
- Provide overall leadership and strategic direction to ensure the programme meets its outcome targets, including the identification and placement of out-of-school children, sustained school retention over one to two academic years, and demonstrable learning gains in supported schools.
- Lead the design and implementation of interventions that improve teaching quality, inclusive pedagogy, and school leadership, with a focus on reducing dropout and enhancing foundational learning outcomes.
- Oversee programme planning, implementation, and performance management, including compliance with outcome-based payment metrics and rigorous evaluation protocols. Oversee performance management systems to track progress against payment metrics, including learning assessments (e.g., EGRA, EGMA), and ensure timely, high-quality reporting to donors and government stakeholders.
- Manage a multidisciplinary team and consortium partners, promoting collaboration, accountability, and continuous learning.
- Support discussions for co-funding from other donors.
- Foster strong partnerships with LASUBEB, donors, community actors, and implementing partners to ensure locally responsive delivery and long-term sustainability.
- Contribute to evidence generation, policy engagement, and sustainability planning to support scale-up and long-term impact.
- Promote a culture of learning and adaptation, using data and evidence to refine approaches and inform scale-up across Lagos and beyond.
- Provide leadership to staff and ensure clear roles and responsibilities; maintain clear lines of communication with project team members.
- Play a role in leading and/or supporting policy and advocacy efforts.
Required Qualifications
- Bachelor’s Degree required (Masters or higher preferred) in Education, International Development, or a related field.
- Minimum of 10 years of progressively responsible experience in leading large-scale education programmes in low- and middle-income countries, preferably in West Africa or Nigeria.
- Proven track record of delivering measurable results in school access, retention, and foundational learning outcomes, particularly for marginalised populations.
- Demonstrated experience managing donor-funded programmes, ideally involving results-based financing, payment-by-results, or performance-based contracting.
- Strong leadership and team management skills, with experience overseeing diverse, multidisciplinary teams and consortium partners.
- Excellent stakeholder engagement and diplomacy skills, with a history of successful collaboration with government agencies, donors, and civil society organisations.
- Experience in the education sector in Nigeria or the region strongly preferred.
- Oral and written fluency required in English.
