The role directly contributes to building resilient health systems, empowering local government partners with verifiable information, and ultimately, closing the gap between the availability of medication and successful treatment outcomes for vulnerable populations.

Job Summary

The Supply Chain Data Management Officer will be instrumental in executing robust data collection, validation, and reporting protocols for essential malaria health products funded by the Global Fund at the state level. The primary purpose of this role is to drive the efficiency and accuracy of the Logistics Management Information System (LMIS), ensuring the availability of high-quality, real-time data that informs strategic decisions and strengthens overall supply chain performance in Kwara State.

Key Responsibilities

The successful candidate will oversee the strategic information flow for malaria commodity management, focusing on three core areas:

I. Data Strategy and Quality Assurance

  • Develop and implement specific technical procedures and standards to ensure the adequacy, accuracy, and legitimacy of all logistics management data.
  • Formulate quality control techniques for data collection by eliciting requirements from technical teams, organizing, analyzing, and simplifying these needs into actionable data protocols.
  • Take the lead in establishing mobile-based data capturing tools, coordinating field-testing activities, and refining collection processes to maximize efficiency and integrity.
  • Assist the Supply Chain Management Specialist in providing technical oversight for routine data activities at the Local Government Area (LGA) level, including validation meetings, data entry completeness, and ongoing supply chain data gathering.

II. Database Management and Reporting Tools

  • Design, program, and maintain the central LMIS database, ensuring it is comprehensive and includes key data points such as site coverage, transportation metrics, GPS coordinates, and performance rates.
  • Develop data abstraction algorithms and preliminary data cleaning procedures, taking responsibility for the secure and timely upload of all abstracted and collected data.
  • Collaborate with technical teams to define specifications for data warehousing, analytical solutions, and reporting requirements.
  • Design and manage user-friendly analytics dashboards, virtual maps, and interactive reporting interfaces to increase visibility and foster data-driven decision-making within the project.

III. Collaboration, Governance, and Learning

  • Coordinate and track data queries across the system, working with technical staff and state counterparts (e.g., LMCU) to promptly resolve data integrity issues.
  • Provide support in establishing and managing data access governance and security mechanisms, creating and enforcing guidelines to protect digital archives from breaches and data loss.
  • Regularly analyze logistics performance indicators (KPIs) derived from managed databases and support the logistics team in translating this evidence into actionable performance management plans.
  • Implement any additional tasks assigned by the supervisor to support the timely and effective execution of all project technical activities.

Candidate Profile: Required Skills and Experience

Essential Education and Experience

  • Minimum of a Bachelor’s Degree in Pharmacy.
  • A minimum of two (2) years of relevant experience in malaria program implementation, public health initiatives, or health systems strengthening (HSS).
  • Proven capacity to support and strengthen state government supply chain sustainability structures, particularly Logistics Management Coordinating Units (LMCUs) and their local equivalents (LLMCUs).

Technical Competencies

  • Demonstrable experience in LMIS data validation, data entry, and advanced supply chain data analytics.
  • Proven, practical experience utilizing the national supply chain data management platform (e.g., the National Health Logistics Management Information System or NHLMIS).
  • High proficiency in Microsoft Office Packages, particularly Excel, Word, and PowerPoint.
  • Strong numeric proficiency and meticulous attention to detail and data quality.
  • Excellent written and verbal communication skills in English, with proven ability to develop and deliver effective training and facilitation sessions.
