The scope of work (SOW) sets forth the services to be provided by the State Team Lead to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.

TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-making.

Job Description

The State Team Lead will provide overall technical, programmatic, and administrative leadership for the implementation of the maternal and newborn health (MNH) system-strengthening project in Borno and Gombe States. The role is central to strengthening Emergency Obstetric and Newborn Care (EmONC) services, improve primary health care (PHC) capacity, and foster state ownership and sustainability of maternal health outcomes. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.

The ideal candidate is a medical doctor or public health expert, preferably an indigene of Borno State, with demonstrated expertise in reproductive, maternal, newborn, and child health (RMNCH), program management, health systems strengthening, and multi-stakeholder coordination.

Principal Duties and Responsibilities (Essential Functions):

Program Leadership and Oversight

  • Lead the planning, coordination, and implementation of state-level project activities in alignment with the approved workplan, budget, and results framework.
  • Lead, supervise and provide mentorship and guidance to a multidisciplinary team of technical, program, M&E, Admin, Finance and other state support staff, fostering a collaborative and inclusive team culture to maximize performance and achieve project objectives
  • Ensure effective roll-out of the hub-and-spoke cluster model, strengthening referral linkages between secondary hospitals (hubs) and PHCs (spokes).
  • Provide technical oversight for interventions in Basic and Comprehensive EmONC, postpartum family planning, respectful maternity care, and newborn care.
  • Oversee quality assurance processes including baseline assessments, clinical mentoring, supportive supervision, and maternal/perinatal death surveillance and response (MPDSR).
  • Support the establishment and functionality of Quality Improvement (QI) teams across clusters.
  • Drive integration of innovations such as low-dose high-frequency training, digital health tools, and emergency transport solutions.
  • Perform all other tasks as assigned.

Stakeholder Engagement and Representation

  • Serve as the primary representative of the project in the state, liaising with the State Ministry of Health (SMOH), State Primary Health Care Development Agency (SPHCDA), Local Government Authorities (LGAs), and Ward Development Committees (WDCs).
  • Build and maintain strong partnerships with community leaders, health facility managers, professional associations, and development partners.
  • Advocate for state ownership, policy integration, and inclusion of project-supported interventions in Annual Operational Plans (AOPs).

Administrative and Financial Management

  • Provide oversight for state-level budgeting, financial accountability, procurement, and logistics management in compliance with donor and consortium policies.
  • Supervise state-level staff recruitment, performance management, and professional development.
  • Ensure efficient resource allocation to maximize program impact while maintaining strict adherence to compliance, reporting, and governance standards.

Job Qualifications

  • Medical degree (MBBS or equivalent) with Master’s degree in public health, Health Systems Management, or related field preferred.
  • Minimum of 7 years’ experience in health systems strengthening, RMNCH program implementation, or related fields.
  • Strong program development/management background with analytical and problem-solving skills.
  • Demonstrated ability to make significant contributions to attainment of project goal and objectives.
  • Proven track record in managing complex donor-funded projects, preferably in RMNCH and related programs.
  • Previous experience managing multicultural and diverse state teams effectively and efficiently.
  • Demonstrated leadership in multi-stakeholder coordination with government, donors, civil society, and communities.
  • Solid understanding of Nigeria’s health system architecture, including PHC, LGA structures, and WDC functionality.
  • Excellent communication, negotiation, and representation skills.

Supervision

The State Team Lead will report directly to the Executive Director with dotted lines to the Technical, M&E, and Finance Directors.

Working Conditions/Duration of Assignment

This is a full-time position, based in Borno, Nigeria.
