Oxfam Nigeria is seeking a highly skilled and ethically grounded Security Officer to provide strategic and operational security support for the crucial EU-SUSI Project in Birnin Kebbi, Kebbi State.
This is a fixed-term, national position designed for a security professional with 3-5 years of INGO experience who understands that effective security management is not a barrier, but the enabler of life-saving humanitarian and development programming. Your primary function is to foster a secure, compliant, and predictable environment for staff working with vulnerable communities.

Status: National Position
1. The Proactive Mandate: From Risk to Delivery
This role requires a proactive mindset, shifting the focus from simply reacting to incidents to strategic risk mitigation and prevention. You report to the Consortium Project Manager, ensuring security strategy is fully integrated with program delivery goals.
Your Core Strategic Objective: To continuously lower the risk threshold across all project locations, allowing the EU-SUSI team to reach out-of-school children and vulnerable populations safely.
A. The Analytical Imperative (Risk Management)
You will be the on-the-ground intelligence analyst.

Security Risk Assessments (SRAs): Conduct regular, detailed SRAs for all project locations, updating risk profiles and providing timely advisories based on daily monitoring of security conditions and trends.

Compliance & Contingency: Ensure strict adherence to Oxfam’s Security Management Plan (SMP) and policies. You will assess and recommend updates to evacuation plans, SOPs, and contingency arrangements, supporting the Crisis Management Team (CMT).
B. Liaison and Coordination (The Diplomatic Function)
Success relies on your ability to establish and maintain trust across complex local networks.

External Focal Point: Serve as the primary security liaison with a diverse set of actors: local authorities, security agencies (military, police), community leaders, INGO/UN security networks, and relevant traditional structures.

Incident Management & Reporting: Ensure meticulous, timely, and compliant recording and reporting of all security incidents, providing high-quality written weekly security situation reports to the Country Office.
C. Capacity & Compliance (The Training Role)
You are responsible for instilling a culture of safety consciousness among all staff and partners.

Staff Training: Deliver mandatory security briefings, onboarding sessions, and targeted training (fire drills, simulation exercises) to Oxfam staff, consultants, and visitors.

Physical Security & Logistics: Oversee all physical security arrangements at offices and guesthouses, and effectively manage the performance, ethics, and deployment schedules of contracted guard forces. You will also manage the movement tracking system for all field missions across project LGAs.

The ideal candidate possesses a mix of formal security education, proven field experience, and the right humanitarian soft skills.
Key Technical Qualifications

Education: Bachelor’s Degree in Security Studies, Criminology, Peace & Conflict Studies, or a related field.

Experience: Minimum of 3–5 years of professional security management experience, with a significant portion gained within INGO, humanitarian, or development settings.

Certification (Desirable): Professional security certification such as SSASP, NEBOSH, or HEAT (Hostile Environment Awareness Training).
