The scope of work (SOW) sets forth the services to be provided by the Security Consultant to Technical Advice Connect LTD/GTE (TAConnect). Technical Advice Connect LTD/GTE (TAConnect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa. TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support for states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

We foster a critical shift in TA delivery in Nigeria by working closely with states and funders to define issues, identify solutions, and provide the necessary skills and expertise to enhance the effectiveness, efficiency, and quality of health services. Our approach combines the strengths of a Technical Assistance (TA) hub and a service delivery partner, ensuring that our interventions are both strategic and impactful. We prioritize high-impact interventions and leverage data for decision-making to ensure that our efforts are targeted and effective.

TAConnect seeks the services of a professional and experienced security consultant or firm to conduct a security assessment of TAConnect operations both in the HQ and field offices.

Location: Abuja, Nigeria with travels to the field offices.

Principal Duties and Responsibilities (Essential Functions):

The consultant or firm shall:

  1. Conduct comprehensive security risk assessments for each of TAConnect’s priority states, focusing on physical safety, travel risks, community dynamics, and implementation feasibility.
  2. Facilitate a participatory risk analysis involving TAConnect leadership and, where appropriate, implementing partners and state officials.
  3. Review existing security protocols, travel guidelines, and program-related SOPs to assess adequacy and identify gaps.
  4. Deliver a review and recommendations report, including a security policy update framework.
  5. Develop contingency plans for high-risk scenarios and provide updated SOPs and security guidance tailored to the project areas.
  6. Identify and profile specific risks related to project locations and routes, key threat actors, and operational vulnerabilities.
  7. Engage with TAConnect’s management to understand operational models and design fit-for-purpose security mitigation measures.
  8. Assess the impact of security risks on partners, personnel, and project activities, and advise on short-, medium-, and long-term mitigation strategies.
  9. Produce a vulnerability and likelihood assessment matrix aligned with TAConnect operations.
  10. Deliver user-friendly, actionable reports for executive and program-level decisionmaking.
  11. Conduct assessments of hotels and accommodations used by TAConnect staff and partners in high-risk states, evaluating security infrastructure, emergency protocols, location risks, and overall suitability. Provide a categorized list of vetted accommodations for TAConnect’s use.
  12. Submit:

Key Deliverables

  1. Security Risk Assessment Report – Disaggregated by location, program site, and travel corridor.
  2. Organizational Security Management Plan, with detailed annexes:
    1. Annex 1: Safety & Security SOPs (Field Visits, Checkpoints, Incident Reporting, Fire Safety, etc.)
    1. Annex 2: Information Management Protocols
    1. Annex 3: Crisis & Contingency Plans (Hibernation, Evacuation, Medical Emergency, etc.)
    1. Annex 4: Security Contact Tree & Emergency Communication Matrix
    1. Annex 5: Security Forms & Templates (e.g., incident forms, risk log sheets)
    1. Annex 6: Vetted Accommodation Directory and Risk Profiles

Job Qualifications: A. For Security Firms

Firms must provide:

  • Company profile and evidence of CAC registration
    • Proof of SIA registration (or relevant national/international security accreditation)
    • Profiles of key personnel with relevant certifications •      Evidence of:
    • Work in high-risk or conflict environments o Organizational security and risk management experience
    • Personal and digital security expertise o Experience with INGO/LNGO clients
  • Three (3) reference letters, including at least one from an International NGO
  • Membership certificates of professional security associations
  • Audited financial statements (past 2 years) and tax remittance proof
  • Copies of valid insurance policies (Public Liability & Workers’ Compensation)
  • List of security equipment and resources available for project delivery B. For Individual Consultants

Individuals must submit:

  • Curriculum Vitae (max 3 pages)
  • Personal capacity statement with relevant experience
  • Copies of certifications (Risk/Security Management, Digital Security, etc.)
  • Reference letters (minimum of 2 organizations, including one INGO)
  • Tax clearance evidence
  • Any additional documents that support expertise or relevance to the assignment

Duration Of Assignment

The expected duration of the assignment is a 3-month engagement.

Supervision

  • The consultant/firm will report to TAConnect’s Director of Finance and Operations, under the oversight of the Executive Director.
  • A focal point from the Operations Team will liaise with the consultant/firm on deliverables, reporting formats, and coordination.
  • TAConnect will facilitate necessary introductions to internal and external stakeholders as required.
