Job Summary

The Project Officer is responsible for the frontline coordination and implementation of the SHIFT Project. Reporting to the program leadership, you will oversee the execution of workplans, manage project budgets, and maintain high-level relationships with state health agencies and community stakeholders. This is a dynamic role that requires a blend of administrative precision, advocacy, and a deep commitment to inclusive, client-centered service delivery in a challenging field environment.

Key Responsibilities

1. Strategic Implementation & Coordination

  • Project Lifecycle Management: Lead the day-to-day execution of SHIFT Project activities, ensuring strict alignment with approved workplans, donor mandates, and budgetary limits.
  • Service Delivery Support: Oversee community outreach initiatives and the integration of youth-friendly, rights-based SRHR programming into local health systems.
  • Performance Optimization: Proactively identify implementation bottlenecks and recommend innovative, evidence-based solutions to enhance project performance.

2. Stakeholder Engagement & Advocacy

  • Inter-Agency Liaison: Serve as the primary point of contact for the State Ministry of Health, Primary Health Care Development Agencies, and Civil Society Organizations (CSOs) to harmonize project delivery.
  • Community Mobilization: Build and maintain strong partnerships with community leaders and local groups to increase the social demand for and acceptance of SRH services.
  • Advocacy: Drive stakeholder engagement efforts to influence local policies and improve the overall environment for reproductive rights.

3. Monitoring, Evaluation & Reporting

  • Quality Assurance: Conduct routine field visits across Adamawa State to verify that services meet quality standards and project milestones are achieved on time.
  • Data-Driven Reporting: Synthesize field data and project insights into high-quality narrative and activity reports for PPFN management and international donors.
  • Continuous Learning: Participate in supervision visits and program review meetings to share best practices and integrate lessons learned into future cycles.

Essential Qualifications & Skills

  • Educational Background: A Bachelor’s Degree in Public Health, Nursing, Midwifery, Social Sciences, or Development Studies. A Master’s degree is an added advantage.
  • Professional Experience: Minimum of 5 years of experience in program implementation within the NGO or health sector, specifically focusing on SRHR, maternal health, or youth-focused programs.
  • Operational Skills: Strong proficiency in planning, data collection, and basic M&E. Excellent command of the Microsoft Office Suite (Word, Excel, PowerPoint).
  • Adaptability: A proven ability to manage multiple tasks simultaneously and thrive in demanding field settings.
  • Communication: Exceptional facilitation and report-writing skills. Fluency in English is required; proficiency in local Adamawa languages is highly valued.
