Job Title: Project Manager
Section: Health
Duration: 6 months
Duty Station: Adamawa state (Madagali)
Reports to: Executive Director
Start Date: Immediately
Purpose of Assignment:
The Humanitarian Program Manager leads the planning, coordination, implementation, and quality assurance of all humanitarian interventions within the organization’s Nigeria portfolio.
They ensure that programs are strategically aligned, contextually relevant, donor-compliant, and impact-driven, meeting the needs of crisis-affected populations.
Core Purpose:
To provide strategic leadership and operational management to humanitarian programs, ensuring effective response, accountability, coordination, and capacity building of teams and partners.
Major duties and responsibilities:
1. Program Leadership & Strategic Direction
• Provide overall vision, guidance, and technical direction for humanitarian interventions.
• Lead program design, proposal development, and humanitarian strategy formulation.
• Ensure integration of gender, protection, and resilience across all interventions.
• Maintain strong alignment with national humanitarian response plans and cluster strategies.
• Represent the organization in humanitarian coordination forums, clusters, and donor briefings.
2. Program Implementation & Operations Management
• Oversee the execution of projects in line with workplans, budgets, and donor requirements.
• Supervise field operations ensuring timeliness, quality, and compliance with standards (SPHERE, CHS, Core Humanitarian Principles).
• Ensure adequate logistics, procurement, and finance coordination for effective program delivery.
• Identify risks and develop contingency plans to manage humanitarian access and security.
• Facilitate inter-sectoral coordination (e.g. WASH, Health, Shelter, Protection, FSL).
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
• Support MEAL teams in setting up monitoring systems and data collection tools.
• Promote evidence-based programming through regular assessments, surveys, and post-distribution monitoring.
• Ensure accountability to affected populations through feedback and complaint mechanisms.
• Document lessons learned and best practices for donor reporting and organizational learning.
• Contribute to program reviews, audits, and external evaluations.
4. Team Leadership, Capacity Building & Performance Management
• Lead, mentor, and appraise program staff, fostering teamwork and professional growth.
• Conduct regular capacity assessments and organize training for staff and local partners.
• Promote staff welfare, motivation, and adherence to safeguarding standards.
• Build a culture of transparency, inclusion, and gender sensitivity in program teams.
5. Partnerships, Coordination & External Relations
• Strengthen partnerships with local NGOs, CSOs, and community-based structures.
• Represent the organization in national and regional humanitarian coordination mechanisms.
• Liaise with government agencies (NEMA, SEMA), UN agencies, and donors for synergy.
• Ensure adherence to localization principles and participatory programming.
6. Financial Management & Donor Compliance
• Oversee program budgets, ensuring spending is within approved limits and donor guidelines.
• Work closely with finance and grants teams for budget forecasting, reporting, and variance analysis.
• Ensure compliance with donor requirements.
• Participate in audits and ensure proper documentation and record-keeping.
7. Security & Risk Management
• Monitor and report on security developments affecting program implementation.
• Collaborate with security teams to ensure staff safety and operational continuity.
• Develop contingency plans for evacuation and response disruption scenarios.
Promote adherence to the organization’s security protocols and duty of care standards.
Representation
• Represent the organization at task force meetings, assessment, coordination meetings as needed
• Liaise with Government on matters related to the program to ensure programmatic accountability as needed
• Participate in media relations, public outreach and awareness initiatives, including coordinating and responding to inquiries, acting as a spokesperson, or identifying and preparing spokespeople for local, national and international media at the request of the Communications department.
• Participate in coordination meetings and communicate relevant information to Executive Director and other health staff as needed
• Ensure maximum visibility of the SORASUN amongst the NGO community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Code of Conduct
As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of SORASUN and donor compliance and ethics standards and adheres to those standards.
If this is a supervisory position, one must set an example of ethical behavior through one’s own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and SORASUN policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the work place Policy, consistently and fairly; support employees who in good faith raise questions or concerns.
Safeguarding
It is all staff shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children, adults at risk and any form of trafficking in persons. Staff are also responsible for preventing violations to our Code of Conduct and Ethics, which may involve Conflicts of Interest, Fraud, Corruption or Harassment. QUALIFICATION and COMPETENCIES (indicates the level of proficiency required for the job.)
EDUCATION & OTHER SKILL: A minimum of BSc in Social sciences/Administration or its equivalent.
WORK EXPERIENCE:
Minimum four (4) years of progressive humanitarian experience, with 2+ years in a leadership/managerial role. Proven experience in planning, programming, implementation monitoring and evaluation of project/program.
• Strong project management, proposal writing, and budget monitoring skills.
• Excellent understanding of humanitarian principles, cluster coordination, and nexus approaches.
