Job Summary Positive Care and Development Foundation (PCDF) is seeking an experienced and highly professional Finance and Compliance Officer to manage financial operations, rigorous reporting, and strict donor accountability for projects based in Niger State. The Officer will oversee transactional accuracy, maintain project accounts using QuickBooks, lead grant expenditure tracking, and coordinate seamlessly with partners and external auditors. What Skills Are Needed: Core Financial Management and Compliance Expertise Competency Description NGO Financial Management 5–7 years of relevant NGO finance experience, with a minimum of 2 years post-qualification expertise in donor-funded project financial management. QuickBooks & Accounting Systems Strong, verifiable proficiency in QuickBooks accounting software, including managing multiple project accounts, general ledger, and advanced Excel skills for financial modeling. Donor Compliance & Auditing Extensive experience with audit preparation, working with external auditors, and ensuring compliance with complex donor regulations and reporting frameworks. Integrity and Accuracy Possessing the highest level of integrity, accuracy, and confidentiality required for handling sensitive financial data and managing internal controls. Professional Qualification Fully or partly qualified accountant (ICAN/ACA certification is a strong advantage) with a solid grasp of fundamental accounting principles. Key Responsibilities and Deliverables The Finance and Compliance Officer will ensure financial accuracy, compliance, and transparent reporting for all Niger State projects. 1. Financial Systems and Transactional Integrity Transaction Processing: Meticulously process, review, and verify all financial transactions (payments, receipts, journal entries) to ensure accuracy, proper coding, and strict adherence to internal policies and donor guidelines. General Ledger Management: Maintain the general ledger and ensure timely and accurate preparation of all bank and cash reconciliations. Accounting Software Management: Expertly manage all financial records using QuickBooks, coordinating multiple project accounts and ensuring data integrity across the system. 2. Grant Management and Reporting Budget Tracking: Proactively support Budget-Versus-Actual (BVA) preparation, grant management activities, and rigorous tracking of expenditures against approved budgets to prevent over- or under-spending. Donor and Internal Reporting: Prepare accurate, timely internal financial reports for management and ensure the professional preparation and submission of all required donor financial reports. Partner Support: Provide essential support and capacity building to implementing partners, assisting them with sub-grant financial reporting and ensuring their compliance with grant financial terms. 3. Compliance, Audit, and Statutory Adherence Audit Coordination: Serve as the primary point of contact for external audits, supporting the documentation preparation and providing necessary explanations to ensure a smooth, successful audit process. Procurement Support: Assist the logistics team with financial oversight of procurement processes, ensuring value for money and adherence to financial authorization limits. Statutory Compliance: Monitor and ensure full compliance with all local statutory financial requirements (e.g., tax remittances, filings) relevant to the Niger State operations. Professional Qualifications and Experience Education & Certification University Degree in Accounting, Finance, or a related field. Fully or partly qualified accountant (e.g., ICAN, ACA, ACCA or equivalent). ICAN/ACA certification is an added advantage. Experience Five (5) to seven (7) years of relevant financial experience, with a focus on non-governmental organizations (NGOs). Minimum of two (2) years of post-qualification experience specifically managing donor-funded projects. Proven experience in coordinating audit processes and managing partner financial reporting.
