The scope of work (SOW) sets forth the services to be provided by the Operations Specialist to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.

TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-making.

Job Description

The Operations Specialist will oversee and coordinate TAConnect’s procurement, logistics, inventory, and administrative operations in Borno State. The Specialist will supervise the Operations Analyst and ensure that operational processes at the state office are efficient, compliant, and responsive to program implementation needs. Working under the State Team Lead and in close collaboration with HQ Operations, the Specialist will provide technical guidance, ensure adherence to donor and organizational policies, and strengthen the capacity of the state operations team. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.

Principal Duties and Responsibilities (Essential Functions):

Procurement and Contract Management

  • Lead and supervise all state-level procurement activities, ensuring compliance with TAConnect and donor regulations.
  • Review and approve procurement processes within the state threshold; escalate higher-level procurements to HQ.
  • Supervise the Operations Analyst in preparing procurement plans, vendor assessments, and purchase documentation.
  • Support contract negotiations with local vendors and service providers, ensuring value for money and timely delivery.
  • Ensure procurement files are complete, audit-ready, and properly archived at the state office.
  • Ensure state office operations comply with donor requirements, Nigerian law, and TAConnect policies.
  • Monitor operational risks at the state level and recommend mitigation strategies to the State Team Lead and HQ Operations.
  • Conduct routine compliance checks and provide guidance to the Operations Analyst on corrective actions.
  • Serve as focal point for operational aspects of internal and external audits in the state office.
  • Oversee the state asset and inventory management system, ensuring proper tagging, assignment, tracking, and reporting.
  • Approve routine asset allocations and consumable requests, ensuring accountability and cost-effectiveness.
  • Supervise timely maintenance of vehicles, generators, and office equipment at the state office.
  • Support the development and execution of the asset disposal plan in line with donor and TAConnect procedures.
  • Supervise, mentor, and appraise the Operations Analyst and any support staff within the operations function.
  • Provide ongoing capacity building for staff on procurement, logistics, and administrative compliance.
  • Foster a culture of transparency, accountability, and operational excellence at the state office.
  • Work closely with the State Team Lead to ensure seamless operational support for program implementation.
  • Liaise with HQ Operations for approvals, technical guidance, and reporting.
  • Lead vendor engagement and performance monitoring within Borno State.
  • Provide regular operational reports to the State Team Lead and HQ Operations.

Job Qualifications

  • Bachelor’s degree in Business Administration, Procurement, Logistics, or related field.
  • Professional certification in Procurement/Supply Chain (e.g., CIPS) preferred.
  • Minimum of 5 years of progressive experience in operations, procurement, and logistics, preferably in NGOs or donor-funded programs.
  • At least 2 years in a supervisory role.
  • Strong understanding of donor regulations (e.g., USAID, BMGF, DFID) and Nigerian procurement practices.
  • Experience managing assets, logistics, and vendor contracts in field locations.
  • Excellent organizational, problem-solving, and negotiation skills.
  • Strong computer skills, including MS Office; ERP or procurement system experience is an advantage.
  • Strong leadership and supervisory skills.
  • Integrity and commitment to transparency and accountability.
  • Ability to manage multiple priorities in a dynamic and challenging environment.
  • Strong communication and interpersonal skills, including vendor and stakeholder management.
  • Proactive and solutions-oriented approach to operations support.

Supervision

The Operations Specialist will report directly to the State Team Lead.

Working Conditions/Duration of Assignment

This is a full-time position, based in Borno, Nigeria.
