The scope of work (SOW) sets forth the services to be provided by the Operations Analyst to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.
TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-making.

Job Description
The Operations Analyst will provide day-to-day operational support to TAConnect’s Borno State office, focusing on procurement, logistics, inventory management, and administration. Reporting to the Operations Specialist, the Analyst will ensure timely execution of operational tasks, accurate documentation, and compliance with organizational and donor policies. The role will play a critical part in ensuring smooth workflows that enable program teams to deliver effectively. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.
Principal Duties and Responsibilities (Essential Functions):
Procurement Support
- Prepare purchase requests, solicit quotations, and draft vendor selection sheets in line with TAConnect procurement procedures.
- Support the Operations Specialist in preparing state procurement plans and tracking implementation.
- Maintain accurate records of all procurement transactions, ensuring audit-readiness of files.
- Follow up with vendors on deliveries, ensuring goods and services meet required specifications.
- Support vendor assessments and performance tracking.
- Arrange logistics for meetings, workshops, and travel in Borno State.
- Coordinate transport requests, vehicle scheduling, and fuel tracking under the guidance of the Specialist.
- Support office administration, including supplies management, utilities, and service providers.
- Ensure proper filing and documentation of all administrative transactions.
- Maintain up-to-date state office asset and inventory registers.
- Tag, track, and monitor all assets, reporting discrepancies to the Operations Specialist.
- Monitor stock levels of consumables and initiate timely replenishment requests.
- Keep maintenance logs for vehicles, generators, and equipment, coordinating routine servicing.
- Ensure all operational processes adhere to TAConnect and donor regulations.
- Support the Specialist in preparing operational reports for submission to the State Team Lead and HQ.
- Participate in compliance checks and audits, providing requested documentation.
- Flag potential risks or issues in procurement and logistics to the Specialist promptly.
Job Qualifications
- Bachelor’s degree in Business Administration, Logistics, Procurement, or related field.
- Minimum of 4 years’ experience of relevant experience in operations, procurement, or administration, preferably in an NGO or donor-funded project.
- Strong understanding of procurement and administrative processes.
- Experience with asset management and logistics in field settings.
- Good organizational and documentation skills.
- Proficiency in MS Office (Excel, Word, Outlook); knowledge of procurement/ERP systems is an added advantage.
- Detail-oriented and highly organized.
- Strong sense of accountability and integrity.
- Ability to multitask and manage time effectively.
- Good communication and interpersonal skills.
- Team player, able to work under the supervision of the Specialist and collaborate with colleagues.
- Fluency in English & the local language is required.
Supervision
The Operations Analyst will report directly to the Operations Specialist, Borno.
Working Conditions/Duration of Assignment
This is a full-time position, based in Borno, Nigeria.
