Job Title: National Social and Behaviour Change and RCCE Consultant

Details
- Nigeria suffers from poor health outcomes and frequent emergencies, which range from illness epidemics of preventable diseases to climate change-related occurrences (floods, for example) and droughts. Between January 1 and May 22, 2025, Nigeria reported 1,307 suspected cholera cases in 30 states and 98 Local Government Areas (LGAs). Nigeria has been dealing with its largest diphtheria outbreak in decades, with an estimated 43,983 cases and 1,385 deaths since 2022. Mpox, measles, meningitis, and Lassa fever outbreaks have occurred in cyclical patterns across the 36 states and the Federal Capital Territory (FCT) during the recent decade.
- Climate change-related events, such as floods and droughts, continue to be a significant problem in Nigeria, exacerbating existing inadequate health and emergency systems and increasing morbidity and mortality rates.
- UNICEF supports the Nigerian government in enhancing primary health systems, preventing disease outbreaks, and preparing for and responding to outbreaks and emergencies.
- UNICEF’s programs employs a comprehensive multi-sectoral strategy to construct resilient primary health care systems and early warning systems that enable risk mapping, readiness, and response by supporting national and state structures.
- A National Social and Behavior Change, Risk Communication, and Community Engagement (SBC-RCCE) Consultant is needed at the national level to provide adequate technical support for interventions for cholera and other disease outbreaks and emergencies, emergency preparedness and response, and to assist affected states in ensuring high-quality, timely, and community-centered SBC-RCCE approaches and interventions during emergencies.
- The Consultant will work closely with the SBC team, UNICEF program and emergency sectors, government sectors, relevant UN agencies, and other key partners to help coordinate the multi-sectoral support program.
Main Responsibilities and Tasks
Technical Support and Coordination:
- Offer technical assistance to the National Emergency Operations Centers (EOCs), the National RCCE and Infodemic Management Pillar, and the National Advocacy, Communication and Social Mobilization (ACSM) technical working group on outbreaks/emergency issues and SBC-RCCE interventions.
- Actively participate in RCCE coordination meetings and EOC/technical working groups (TWGs) and support seamless integration into
multi-sectoral response plans. - Collaborate with UNICEF internal teams, NCDC, NPHCDA, FMoH, NEMA, WHO, and partners to ensure harmonized communication strategies for cholera and other outbreaks and emergencies.
- Ensure SBC-RCCE approaches are also integrated with WASH, case management, and surveillance strategies.
Strategy Design and Implementation Support
- Contribute to the development and operationalization of a national SBC-RCCE preparedness and response plan for cholera, aligned with the National Strategic Plan of Action on Cholera Control (NSPACC) 2025 – 2029 and other public health emergencies.
- Support 22 NSPACC-priority states in developing context-specific cholera SBC-RCCE community preparedness and response plans, with a
focus on 134 PAMI Local Government Areas. - Participate and contribute to the facilitation of preparedness simulations and assessments for risk communication, community engagement, and rumor management.
Response and Implementation Support
- Provide real-time strategic and operational guidance for cholera response during surge periods.
- Support the coordination and effective implementations of SBC-RCCE interventions, including media and social media engagements,
interpersonal communication, community mobilization, social listening, and feedback systems. - Support rapid development and dissemination of SBC-RCCE communication toolkits and IEC materials to high-risk areas.
Capacity Building
- Support the training of internal and external stakeholders, including frontline mobilizers at national and sub-national levels.
- Provide remote and on-site technical support to field teams implementing cholera response actions and other emergencies.
- Provide partners with community mobilization protocols, IPC behavioral messaging, and cultural adaptation of response strategies.
Message development and dissemination
- Coordinate the pre-positioning of culturally relevant SBC-RCCE materials, resources, plans, strategies, and goods for emergency
responses, including cholera. - Support the review, adaptation, and dissemination of cholera prevention and care-seeking messages for various populations.
- Use several channels to spread messages and combat misinformation, such as influencers, religious and traditional leaders, media, and social media networks.
Community Engagement and Social Listening
- Support the activation or strengthening of community feedback platforms, rumor tracking systems, and toll-free hotlines.
- Coordinate community dialogues, town hall meetings, and risk assessments in hotspot LGAs.
- Use feedback to inform coordination decisions and response design.
Monitoring, Learning, and Documentation
- Support and maintain SBC-RCCE monitoring tools and dashboards.
- Regularly analyze implementation data and provide updates, progress reports, and human-interest stories.
- Manage documentation of innovations, case studies, community insights, and lessons learned.
- Monitor, collate, and share news headlines on outbreaks and emergencies with the team, including SBC, RCCE, Emergency Team, and Health Teams.
Support for Other Outbreaks and Emergencies
- Provide technical support for other concurrent and emerging emergencies (including floods, droughts, humanitarian events), and public health outbreaks (including Lassa Fever, Diphtheria, Mpox, Dengue, Measles, etc.).
- Ensure consistent messaging for multiple disease concerns, especially in LGAs.
- Support the development of emergency preparedness and response strategies for both health and non-health events.
- Contribute to national reports and make recommendations for SBC-RCCE’s focus on new and existing public health events, such as climate-related crises, disease outbreaks, and cross-border health challenges.
Deliverables:
- SBC-RCCE preparedness and response plans
- List of pre-positioned IEC materials and messages, and tool kits for real-time field use
- Monthly reports on training reports and post-training evaluations
- Daily SBC-RCCE dashboards and trackers for implementation across affected states
- Monthly individual work plans
- Weekly activity reports and rumor logs
- Daily headlines and links on disease outbreaks and emergencies
Requirements
Education Qualification:
- Master’s degree in communication, Social and Behavior Change, Risk Communication, Community Development, Health Education and Promotion, Public Health, Social Sciences, or related field.
Language Background:
- Excellent oral and written communication skills in English
Work Experience:
- Minimum 10 years progressive work experience in Social and Behavior Change (SBC), Risk Communication and Community Engagement (RCCE), Infodemic Management, program management and monitoring, and public health communication in emergency settings
- Proven experience working with national or sub-national outbreak and emergency response systems.
- Strong coordination, interpersonal communication, and facilitation skills
- Ability to write quality reports to demonstrate key results of interventions concisely.
- Ability to conceptualize, innovate, plan, and execute strategies and impart knowledge and tech skills.
- Familiarity with UNICEF systems, government coordination platforms, and humanitarian contexts in Nigeria
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
