This position provides the strategic lens through which WOCHAD can continuously refine its approach, prove the effectiveness of its interventions, and maximize the sustainable improvement of livelihoods in marginalized communities.

Job Summary

WOCHAD seeks a proficient and strategic MEL Officer to spearhead the design and implementation of a robust framework for all project data collection, analysis, and utilization. The successful candidate will be responsible for validating program performance, tracking key indicators against targets, and championing organizational learning to foster adaptive management and evidence-based decision-making across all our development portfolio.

Key Responsibilities and Deliverables

The MEL Officer will provide technical leadership in monitoring and evaluation, ensuring the quality and integrity of data used to measure project progress.

1. Strategic M&E System Management

  • Lead the comprehensive design, rollout, and day-to-day management of the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system and overall framework.
  • Develop, refine, and maintain robust M&E plans, indicator performance tracking tables, data collection instruments, and standardized reporting templates.

2. Data Quality and Performance Tracking

  • Oversee and implement processes for the accurate, consistent, and timely collection and verification of project data across all health and nutrition activities.
  • Conduct routine Data Quality Assessments (DQAs) and frequent field-level monitoring visits to ensure data accuracy and reliability.
  • Track and report progress against defined output, outcome, and impact indicators in strict compliance with donor agreements and national reporting benchmarks.

3. Analysis, Reporting, and Learning

  • Conduct thorough analysis, interpretation, and visualization of program data, generating high-quality periodic M&E reports, performance dashboards, and learning briefs.
  • Provide technical support for major assessments, including baseline, midline, endline surveys, and external evaluations.
  • Work proactively with program and technical teams to institutionalize learning loops, ensuring M&E findings inform adaptive adjustments to implementation strategies.

4. Partnership and Capacity Building

  • Strengthen the competencies of project staff, community volunteers, and local partners in data management, collection, and analysis through targeted training and continuous mentorship.
  • Ensure that project indicators and data collection methods are seamlessly aligned with relevant government reporting systems, such as SPHDA, SMOH, and national nutrition/MNCH protocols.
  • Support accountability mechanisms, including the rollout of beneficiary feedback systems and community scorecards.

Professional Qualifications and Experience

Education

  • A Bachelor’s Degree is required, preferably in Public Health, Statistics, Social Sciences, Monitoring & Evaluation, Nutrition, or a closely related discipline. A Master’s Degree is highly desirable.

Experience

  • A minimum of 5–7 years of progressively responsible experience in a dedicated M&E role, specifically within donor-funded health, nutrition, or Maternal, Newborn, and Child Health (MNCH) programmes.
  • Proven expertise in designing and managing data collection using modern digital platforms (e.g., DHIS2, ODK, KoboToolbox, CommCare).
  • Demonstrated analytical capacity, including interpreting complex datasets and producing clear, actionable data visualizations and reports.

Knowledge and Skills

  • Deep practical knowledge of logical frameworks (LogFrames), results-based management (RBM), and indicator performance tracking.
  • Familiarity with national and global nutrition indicators, including IYCF (Infant and Young Child Feeding) and CMAM (Community Management of Acute Malnutrition), is a significant advantage.
  • Exceptional ability to engage collaboratively and communicate effectively with multiple stakeholders, including government counterparts and local community actors.
