The scope of work (SOW) sets forth the services to be provided by the Program Analyst to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.

TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-making.

Job Description:

The Monitoring and Evaluation (M&E) Specialist will play a pivotal role in strengthening high-quality data generation, analysis, and use across project states, ensuring timely and accurate reporting, learning, and accountability. The Monitoring and Evaluation (M&E) Specialist will support the implementation of the project’s Monitoring, Evaluation, and Learning (MEL) framework, working closely with the MEL Manager and the KMC Specialist to track program progress, ensure data quality, and generate insights that inform adaptive programming. The role includes providing technical assistance to state teams, strengthening partner capacity in data management, supporting digital innovations in monitoring, and ensuring compliance with donor reporting requirements. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.

Principal Duties and Responsibilities (Essential Functions):

Monitoring and Reporting

  • Coordinate the compilation and reporting of program indicators, ensuring alignment with donor frameworks, NHMIS/DHIS2, TAConnect Management Information System (TAMIS) and program outcomes.
  • Track, maintain and update the results framework tracker, ensuring real-time progress monitoring milestones and deliverables.

Data Management and Quality Assurance

  • Conduct routine data validation, coordinate Data Quality Assessments (DQA), and support quarterly/annual reviews.
  • Provide a key role in the adoption of new and adaptation of existing technologies required to enhance data quality, data visibility, and empirical insights for TAConnect and TA partners.
  • Lead data cleaning, verification, and routine updates into the project activity tracking system across all sub-awardees.
  • Ensure adherence to standard operating procedures (SOPs) for data management and reporting at LGA and Health Facility levels.
  • Collaborate with other partners on methodology, alignment of data collection, analysis, results reporting, and utilization of findings on complementary investment opportunities.

Capacity Strengthening & Technical Assistance

  • Build the capacity of state health teams, facility staff, and implementing partners on MEL, data quality, and use of digital tools.
  • Provide technical support in operational research, monitoring surveys, and evaluations.
  • Support implementation of mentorship, supervision, and learning visits at State, LGA and facility levels.
  • Support TAConnect, State Government, and partners to use, interpret, understand, and make use of the program and related data from programs and surveys through comparative analytical reporting tools to enhance decision support.

Learning and Knowledge Management

  • Collaborate with the Knowledge Management & Communications Specialist and Implementation Research Partner to synthesize and package lessons learned.
  • Support Pause-and-Reflect sessions, program review meetings, and knowledge-sharing workshops
  • Document and disseminate best practices, success stories, and innovations to inform scale-up and policy influence.
  • Support the generation and dissemination of robust evidence for the project and programmatic learning that leads to action, decision-making, and influence best practices.

Coordination & Compliance

  • Work with state teams, MEL Manager, and technical leads to harmonize indicators and methodologies.
  • Ensure compliance with TAConnect and donor reporting guidelines.
  • Support in preparing periodic donor reports, briefs, and technical presentations.
  • Ensure that all project MEL activities run smoothly and are well-coordinated across all sub-awardees.
  • Other tasks assigned by the MEL Manager and the KMC Specialist to help deliver the goals set in the overall strategy of the project.

Job Qualifications

  • Bachelor’s degree in Public Health, Demography/Statistics, Social Sciences, or related field. Master’s degree preferred.
  • Minimum of 5 years’ progressive experience in M&E roles for donor-funded health programs in Nigeria.
  • Strong knowledge and hands-on experience with NHMIS, DHIS2, and data quality assurance processes.
  • Proficiency with data analysis software (Stata, SPSS, SAS, or R); experience with SQL, Power Query, and advanced Excel an advantage.
  • Experience in mobile/electronic data collection tools (e.g., ODK, KoboToolbox, SurveyCTO).
  • Strong analytical, report writing, and presentation skills.
  • Ability to provide technical assistance and training to partners and government stakeholders.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Fluency in English required, Hausa.
  • Willingness to travel frequently to program sites.

Supervision

The Monitoring and Evaluation (M&E) Specialist will report directly to the State Team Lead, with technical/dotted reporting to the MEL Manager, and Knowledge Management & Communication (KMC) Specialist.

Working Conditions/Duration of Assignment

There are two full-time positions, based in Gombe and Borno, Nigeria. There will also be frequent travel to field sites.
