I. Introduction
Solina Health Limited is a Nigerian-based consulting firm that accelerates positive health, social, and economic reforms through high-quality program design and implementation, capacity building, implementation science research and knowledge generation, agenda-setting, and stakeholder convening across human development sectors.
Our work seeks to benefit primarily disadvantaged and underserved populations. We implement transformative programs in Africa, predominantly in Nigeria, and are currently expanding to several West and Central African countries like the Niger Republic and Chad. One of these projects consists of supporting WHO AFRO’s efforts to stop the transmission of the polio virus across the borders of Niger, Nigeria, Cameroon, and Chad by the end of 2025 through enhanced and coordinated immunization strategies, robust surveillance systems, and comprehensive coverage of all high-risk and underserved populations.
II. Description and Objectives
Key drivers of persistent outbreaks include low immunization coverage, high population mobility driven by conflict and food insecurity, and significant cross-border movement, particularly between Nigeria and Niger. As part of its support to WHO AFRO’s efforts, Solina Health Limited (SHL) has developed interventions to support polio eradication efforts of National Polio Emergency Operations Centres and Expanded Programme on Immunization (EPI) programs in Nigeria, Niger, Chad, and Cameroon. These efforts focus on:
- Improving polio campaign quality.
- Strengthening routine immunization (RI).
- Prioritizing zero-dose and under-vaccinated children in border communities.
To ensure that mobile populations receive adequate support, Solina seeks to engage a suitable and qualified candidate as a Mobility Expert, such as a Displacement Tracking Matrix (DTM) specialist, to support developing and implementing mobile vaccination strategies in key border areas. The expert will work closely with the Lake Chad Basin Solina project team to ensure accurate data collection on population movements and provide guidance on intervention strategies and monitoring mechanisms. The Expert will contribute to mobile vaccination strategies in key stakeholders’ instances, such as the State Emergency Operations Centre (SEOC), the National LCB working group, and the regional LCB working group. These efforts will include mapping and reaching mobile populations and improving the cross-border quality of health interventions, including polio campaigns and Routine Immunization interventions.
III. Technical Responsibilities a. Mobility data collection and analysis for data-driven strategies
▪ Conduct/update the population mobility assessments, including the nomadic pastoralists, the displaced populations, the Economic migrants, the seasonal migrants, etc.
▪ Identify critical points along the mobility continuum, including points of entry (PoEs), transit hubs, health facilities, markets, and convergence areas.
▪ To inform data-driven mobile vaccination strategies, engage in activities focusing on the root causes of displacement in areas of origin, access to services, phases of displacement, etc.
▪ Ensure the provision of timely, accurate, and adequate information to the project team on an ad hoc and regular basis regarding movements, new displacements, and protection trends while paying special attention to nomadic pastoralists, displaced populations, and vulnerable groups.
▪ Provide technical guidance on integrating mobility data into health planning, including Polio SIA microplans, RI sessions, and surveillance community-based improvement plans.
b. Planning and coordination of cross-border health interventions & capacity building
▪ Serve as a focal point for cross-border health interventions in the States, ensuring adherence to crossborder best practices.
▪ Use Population Mapping Mobility insights to enhance cross-border polio campaigns and develop precise micro-plans targeting vulnerable populations.
▪ Support the Rapid Response Mechanisms and its equivalent to identify the immunization needs and co-design the interventions Solina will be responsible for
▪ Work with the Solina States Leads to strengthen collaboration with humanitarian agencies, national stakeholders, CSOs, and grassroots organizations and ensure cross-border coordination with relevant government and health authorities.
▪ Actively participate in relevant interagency meetings, EOC meetings, and LCB coordination meetings to highlight the mobility requirements, follow up on resulting action points and recommendations, and share minutes with relevant team members and stakeholders.
▪ Organize appropriate training and coaching sessions for the project teams and other stakeholders on multisectoral analysis, data collection, data protection, and mobility health planning.
c. Monitoring and reporting
▪ Develop and maintain organized databases for tracking vaccination coverage and mobility trends.
▪ Establishing a reporting mechanism to ensure timely updates on project progress
▪ Contribute to the periodic reviews of health intervention data to track the completeness of mobility data and address any implementation challenges
▪ Promote the use of standardized data collection tools and monitoring tools at border areas to improve record-keeping, data exchange, and analysis.
▪ Provide weekly updates to the State Manager and the Project Manager on cross-border activities within State.
d. Support the implementation of mobility health interventions
▪ Organize and participate in field visits to areas of internal and cross-border movements, including Supplement Immunization Activities (SIA) and RI sessions, in collaboration with health facilities officers and technical teams from border LGAs, Wards and settlements
▪ Provide technical assistance during campaign evaluation meetings and develop Quality Improvement Plans with actionable recommendations
e. Data management
▪ Support the State team in conducting periodic reviews of health intervention data to ensure completeness, accuracy, and timeliness.
▪ Promote the use of standardized data collection tools and monitoring tools at border areas to improve record-keeping, data exchange, and analysis. ▪ Archive all health intervention documentation.
IV. Qualifications and experience
▪ Bachelor’s degree in Public Health, Information Management, Migration Studies, Statistics, or a related field; a Master’s degree is an added advantage;
▪ Operational experience in mobility tracking, population displacement, or migration health programs, including technical cooperation, project development and project implementation and evaluation;
▪ Proven expertise in designing and implementing vaccination strategies for mobile populations
▪ Work experience in liaising with governmental authorities, other national/international institutions, and NGOs— experience in the borders States/Regions listed above is an asset.
▪ Previously established a network with humanitarian actors, civil society organizations, and grassroots entities.
▪ Proficiency in English; working knowledge of French is an advantage.
▪ Excellent communication skills for engaging effectively with internal teams and external stakeholders
▪ Understanding the Information Management Cycle and familiarity with different data collection methodologies and software.
Other requirements
▪ Must be resident in Chad, Niger, or Nigeria
▪ Experience working in hostile and security-compromised locations
