CONTEXT

Médecins Sans Frontières is a private, not-for-profit international humanitarian organization dedicated to providing medical assistance to populations in distress, without discrimination and regardless of race, religion, creed or political affiliation.
MSF has been active in Katsina since February 2021 after carrying an exploratory mission that end up with an opening of the project.
Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the Kofar Sauri PHCC and 4 ATFC (Ambulatory Therapeutic Feeding Centre) including three in Jibia LGA (Magama, Daddara, Riko,) and one in Katsina City (Kofar Marusa).

MAIN PURPOSE

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

JOB DESCRIPTION

• Coordinating, assessing and supervising the proper functioning of the medical activities (ITFC and ATFC etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
• Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
• Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
• Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
• Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participation in shifts and replaces a doctor, if necessary
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
• Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
• Coordinating and supervising the proper functioning of the medical/clinical activities (ITFC, ATFC and IPD post discharge clinic, triage) according to agreed MoH/MSF protocols and procedures.
• Coordinate and monitor the daily working plan of the team under his/her responsibility.
• Oversee the clinical aspects and medical management aspects of the implementation and follow-up of the chronic diseases’ activity in the post discharge clinic, set up of the ITFC, ER, ICU and in the IPD Pediatric and triage

• Participate in daily clinical ward rounds and ensuring coverage of the wards during weekends and public holidays.
• In collaboration with the PC and Medical Team Leader, negotiate with Country MoH and hospital management the implementation of strategies / protocols deemed necessary for the improvement of the quality of care
• Checks that all administrative procedures and documents are used correctly (discharge summary, referrals, transfer, linkage forms, lab summary sheets, death certifications…)
• In collaboration with the PC and Medical Team Leader, participate to the preparation of the medical budget and orders needed to implement the medical activity (ies) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
• In collaboration with the PC and Medical Team Leader, participates in the programs / project follow-up (e.g. budget follow-up, MAP discussion…)
• Plan and supervise, in close coordination with the HR department the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity to ensure both the sizing and the amount of knowledge required, and to improve people- staff capabilities.
• Carries out annual/bi-annual individual evaluations or individual reviews of the staff under her/his responsibility.
• Organizes leads and participates in meetings with other managers in order to ensure smooth collaboration of all departments in terms of activities running.
• Together with pharmacy team, ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
• Reporting and submit timely ITCF, ATFC and IPD annual, quarterly and monthly reports to MTL, analysis and recommendations according to guidelines (i.e. Sitreps, medical statistical reports, Quarter reports…)
• In the absence of the MTL, assess and manage unwell MSF staffs (national and international), including those exposed to occupational injuries (e.g. blood/bodily fluid exposure) in collaboration with the Medical coordinator
• In the absence of the MTL, fulfil functions delegated to her/him by the Project Co-Ordinator (within the project) and Medical Coordinator (within the mission).

REQUIREMENTS

Education Degree in Medicine desirably in Tropical Medicine
Experience • Essential minimum 3 years’ experience as a medical doctor in similar settings

  • Desirable working experience in MSF or other NGO’s in developing countries.
  • Desirable: Experience in tropical medicine, infectious diseases or post-registration experience in infectious diseases, ITFC, ATFC, ER and ICU.
  • Additional experience in dealing with non-communicable diseases a plus
    Knowledge Essential computer literacy (word, excel)
    Languages Hausa and English languages essential. Mission language is desirable

REMUNERATION
According to MSF salary scale plus 13th month allowance equivalent to 1 month of gross sa
