Job Title: MEAL Officer – Protection
Location: Dikwa and Ngala – Borno
Reports to: MEAL Coordinator / Program Manager
Contract Type: Full-time
Duration: 6 months
Position Summary
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer, Protection will lead and support all MEAL activities related to protection programs implemented by POWIB. The officer will ensure that protection interventions are evidence-based, data-driven, and aligned with organizational and donor standards.
They will be responsible for designing monitoring frameworks, managing data collection, analysing findings, ensuring accountability mechanisms are functional, and promoting adaptive learning across the protection program.
The role requires strong analytical and communication skills, hands-on experience in MEAL for protection or GBV programs, and a commitment to upholding humanitarian and safeguarding principles.
Key Responsibilities
Monitoring and Evaluation Systems
- Develop, update, and maintain the MEAL framework for all protection interventions, ensuring alignment with POWIB and donor standards.
- Design data collection tools and processes for monitoring program performance, outcomes, and impact.
- Coordinate regular field monitoring visits to ensure that activities are implemented in accordance with project targets and quality standards.
- Support program teams in setting SMART indicators, establishing baselines, and tracking progress throughout the project cycle.
- Provide technical guidance in the development of logical frameworks, results frameworks, and performance monitoring plans.
Data Management and Analysis
- Oversee the collection, verification, entry, and analysis of qualitative and quantitative protection data.
- Ensure data integrity, confidentiality, and ethical handling of sensitive protection information.
- Maintain updated databases and dashboards that track protection indicators and performance trends.
- Generate high-quality analytical reports and visualization materials to support program decision-making and donor reporting.
- Provide timely feedback and technical support to field staff on data quality and consistency.
Accountability to Affected Populations
- Strengthen accountability mechanisms within the protection program, ensuring communities can safely provide feedback and complaints. Manage and monitor the functionality of Complaints and Feedback
Mechanisms (CFM) in accordance with POWIB’s accountability policy.
- Ensure all feedback, including sensitive protection and safeguarding-related complaints, are handled confidentially and referred appropriately.
- Support field teams in conducting community awareness sessions on POWIB’s commitments to accountability and transparency.
Learning and Adaptive Management
- Lead program review and reflection sessions to identify best practices, lessons learned, and improvement areas.
- Facilitate learning workshops for staff to share field insights, successes, and innovations within protection programming.
- Collaborate with the MEAL Coordinator to integrate findings into strategic and operational planning.
- Develop case studies and success stories that highlight program impact and community transformation.
Capacity Building and Technical Support
- Train and mentor program and field staff on MEAL tools, data collection methodologies, and protection-sensitive monitoring.
- Build the capacity of field teams to implement protection-related indicators, data quality assurance, and reporting standards.
- Provide guidance on the ethical collection and use of protection-related data in line with global standards.
Reporting and Documentation
- Prepare monthly, quarterly, and annual MEAL reports for the protection program.
- Contribute to donor reports by providing accurate data and analysis on indicators and outcomes.
- Document learning, success stories, and impact evidence for use in advocacy and external communications.
- Ensure MEAL documentation is archived properly for audit and reference purposes.
Qualifications and Experience
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, Monitoring & Evaluation, or related field. Master’s degree is an added advantage.
- Minimum of 3-5 years of experience in MEAL roles within humanitarian or development organizations, with at least 2 years in protection or GBV-focused programming.
- Strong understanding of protection principles, GBV, child protection, and inclusion frameworks.
- Proven experience with data collection and analysis tools (Kobo Collect, Power BI, or Excel).
- Excellent analytical, organizational, and communication skills.
- Fluency in English and Hausa, (Kanuri are an added advantage).
