The Opportunity: Program Coordinator

Location: Borno, Nigeria Job Type: Contract Reporting to: Senior Management

RHISD is seeking an experienced, highly motivated, and results-oriented Program Coordinator to oversee the strategic planning, implementation, and quality assurance of our critical humanitarian and development programs in Borno State. The ideal candidate is a strong leader capable of ensuring program alignment with our mission and donor expectations, driving team performance, and fostering robust partnerships.

Key Responsibilities

1. Program Management and Strategic Oversight

  • Lead the planning, implementation, monitoring, and evaluation of all assigned project activities.
  • Ensure programs are fully aligned with RHISD’s organizational strategy, specific donor requirements, and core humanitarian principles.
  • Develop comprehensive work plans, detailed budgets, and procurement plans in close collaboration with project teams.
  • Coordinate multiple project teams effectively to guarantee the timely and high-quality delivery of all outputs.
  • Facilitate regular program review meetings and rigorously track progress against key performance indicators and targets.
  • Ensure full integration and synergy across different projects and thematic areas (e.g., GBV, protection, livelihoods, health, WASH).

2. Donor, Partner, and Government Liaison

  • Serve as the primary focal point for communication with donors, relevant government agencies, and implementing partners.
  • Provide significant support for proposal development, concept note drafting, and the timely submission of high-quality donor reports.
  • Maintain accurate donor relationship management systems and ensure strict compliance with all donor regulations and agreements.
  • Represent RHISD effectively in coordination forums, humanitarian clusters, and various working groups.
  • Build and sustain constructive relationships with community leaders, local authorities, and other non-governmental organizations.

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Support the development and practical implementation of robust MEAL frameworks and tools.
  • Ensure timely, accurate data collection, comprehensive analysis, and clear reporting of project results.
  • Promote a culture of adaptive management through evidence-based decision-making and continuous improvement.
  • Ensure accountability mechanisms (including feedback, complaints, and learning processes) are effectively implemented and utilized by affected populations.

4. Financial and Administrative Compliance

  • Work collaboratively with finance and logistics teams to ensure proper budgeting, accurate expenditure tracking, and compliance with all financial procedures.
  • Approve program-related expenditures within delegated authority limits.
  • Contribute to accurate financial and narrative reporting for donors and senior management.
  • Ensure procurement and logistics processes adhere to both organizational and donor standards.

5. Team Leadership and Capacity Building

  • Provide direct supervision and leadership to Project Officers, field staff, and volunteers across project sites.
  • Conduct regular performance appraisals, offer mentorship, and provide technical guidance to team members.
  • Identify staff capacity gaps and coordinate necessary, relevant trainings to enhance professional development.
  • Actively promote teamwork, accountability, and a positive, respectful work environment.

Requirements

Essential Qualifications and Experience

  • A relevant university degree in Social Sciences, International Development, Project Management, or a related field.
  • Minimum of 5 years of professional experience in humanitarian or development programming, with at least 2 years in a management or coordination role.
  • Proven experience in program planning, implementation, monitoring, and financial management.
  • Prior experience working in conflict-affected areas, specifically in the Northeast or Northwestern Nigeria, is highly desirable.

Key Competencies Required

  • Strong coordination, leadership, and staff management skills.
  • Excellent written and verbal communication abilities, including exceptional proposal and report writing experience.
  • Demonstrated knowledge of core humanitarian standards (e.g., Sphere, CHS).
  • High-level proficiency in MS Office (Word, Excel, PowerPoint) and experience with project management tools.
  • Ability to work effectively under pressure and navigate complex, often insecure, operating environments.
  • A strong commitment to safeguarding, code of conduct, and organizational compliance.
