Basic Function

The Assistant Technical Officer (ATO) for Primary Health Care will serve as a core clinical staff member, responsible for the triage, examination, diagnosis, and treatment of patients requiring primary health care services at the facility. Based on clinical findings, the ATO-PHC will prescribe appropriate treatment, suggest necessary follow-up care, and ensure patients receive high-quality, integrated medical services.

Key Duties and Responsibilities

I. Clinical Care and Service Delivery

  • Work as part of a multidisciplinary team of international and national staff to provide high-quality patient care to an extremely vulnerable population.
  • Provide accurate diagnosis, treatment, and clinical management of patients within a primary health care setting, adhering to evidence-based protocols.
  • Assess patients and appropriately refer them for specialized health care services as required.
  • Deliver essential health education to patients and community members.
  • Ensure rigorous adherence to infection prevention and control (IPC) standards at all times within the facility.

II. Program Monitoring and Development

  • Collaborate with the technical and Monitoring & Evaluation (M&E) teams to collect appropriate baseline data and routine project data.
  • Contribute to the compilation and timely submission of periodic reports to the supervisor and management.
  • Maintain adequate and correct records of patient care, including tracking the utilization of consumables and instruments.
  • Remain informed on current programs in the field of clinical management of integrated medical services and related developments by reviewing current literature.

III. Compliance and Professional Development

  • Adhere strictly to relevant professional Codes of Conduct and ethical guidelines.
  • Participate in outreach and community health programs as needed to extend the reach of PHC services.
  • Actively participate in Continuing Professional Development (i.e., mandatory training, mentoring, and coaching sessions).
  • Perform any other duties as may be assigned by the supervisor.

Qualifications and Requirements

A. Education and Experience

  • MB.BS, MD or its equivalent is required.
  • Minimum of 1–3 years of relevant post-NYSC experience in emergency and constrained settings.
  • Must possess a valid practicing license.
  • Minimum of 1–3 years of clinical experience in a recognized healthcare setting.
  • Experience working in an International Non-Governmental Organization (INGO) is highly desirable.
  • Previous experience working in a humanitarian crisis setting is highly desirable.
  • Familiarity with Nigerian public sector health systems, NGOs, and Community-Based Organizations (CBOs) is highly desirable.

B. Knowledge, Skills & Attributes

  • Demonstrated knowledge of the Nigerian clinical setting, including both government and non-government environments.
  • High degree of proficiency in both written and spoken English and Hausa.
  • Sensitivity to cultural differences and a deep understanding of the social, political, and ethical issues surrounding program delivery in the region.
  • Ability to work well with others and foster compatibility among project staff, subcontractors, and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Well-developed computer skills (MS Office).
  • Ability to travel up to 25% of the time, as required by project needs.
