Program/Departmental Summary:

Mercy Corps’ humanitarian program aims to aid populations affected by the crisis in Northeast Nigeria. With funding from European civil protection and humanitarian Aid operations (ECHO), Mercy Corps is scaling up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area under the project titled Supporting Underserved Needs in Marte (SUN Marte) in Marte. Mercy Corps and Mon Club International will address the acute humanitarian needs of crisis-affected populations in the underserved Marte local government area (LGA) of Borno State

Job Functions:

  • Ensure the implementation of the Humanitarian Infrastructure project activities as designed and planned in the work plan.
  • Be able to understand the design of Shelter, latrine, borehole, and septic tank or (pit latrine), prepare BoQ and Scope of Work, familiar with tender invitation, tender document, contract, and service contract.
  • Compiling and sharing with communities the good and bad practices in terms of fire safety, O&M for shelters, and use of NFIs and DRR in shelters and settlements
  • Engaging with target participants, CRCs/CRGs consult their shelter & settlements training and orientation needs.
  • Engage beneficiaries to form water user committees to ensure appropriate technical and social interventions to secure outcome, impact, and sustainability.
  • Identification of appropriate maintenance mechanisms and sustainability of the rehabilitated shelters, latrines, water points, and household infrastructures
  • Identification of key hygiene practices (gender sensitivity) to be addressed and sectors of the population with whom to engage and define an appropriate communications strategy to promote safe practices.
  • Design and plan weekly activities from the work plans for logistics and improve internal coordination.
  • Implement Infrastructure intervention with professionalism to ensure technical and programmatic quality of the project.
  • Conduct assessments and baseline studies
  • Participate in coordination meetings directed by the line manager and share information with external stakeholders as appropriate.
  • Provide regular and reliable narrative reports reflecting lessons learned.
  • Work with the local partner’s Infrastructure team members to ensure that the various aspects of the infrastructure response are integrated and form part of a coherent Infrastructure response.
  • Ensure that all activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
  • Use participatory approaches as far as possible throughout the program cycle.
  • Ensure that gender, protection, disability, the environment, and other important cross-cutting concerns are taken into account in program implementation and reporting; ensure that project activities reflect the needs of specific groups and individuals.
  • Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs
  • Liaise with other organizations/entities engaged in similar activities in area of intervention.

Reports Directly To: Infrastructure program Officer

Works Directly With: All program teams, Operations, and MC beneficiaries

Knowledge and Experience:

  • BSc. Or HND in Civil Engineering or relevant disciplines
  • Multi-tasking, coordination, organization, and prioritization skills are essential.
  • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.
  • Highly developed computer skills, with strong familiarity with MS Office, PowerPoint, Outlook, Excel, Word, and infrastructure design software
  • Familiarity with AutoCAD, GPS, ArcGIS, and Google Earth is strongly desirable.
  • 2-3 years in community-based Shelter or water and sanitation projects, preferably in a rural context
  • Experience in shelter construction and water supply systems: borehole construction, basic hydraulics, etc.
  • Fluency in both verbal and written English is highly preferred. Fluency in Hausa, Kanuri, or Shuwa is required.
  • Ability to work independently and cooperatively with team members is required. Ability to work under pressure.
  • Strong interpersonal, intercultural, and communication skills
