About the Organization
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with the National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational, and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. About the Job
Job Title: Health Field Officer 2 (Maternity Cover – 4 months Fixed-term Contract)

The Purpose
- Under the supervision of the Health Delegate in Maiduguri, the Health Field Officer (HFO) will support the planning, implementation, and close monitoring of the community Health Programme.
- He/she will work in close collaboration with the Maiduguri (MIU) Primary Health Care team, the Norcross community health team based in Abuja, as well as Nigeria Red Cross Society teams (Borno Branch and Abuja HQ) to ensure timely assessment, implementation, monitoring, and reporting.
Your Role
- Focal point for all matters related to the ICRC and NorCross-supported community-based health in Borno state, including but not limited to promotive and preventive healthcare, communicable diseases, nutrition, hygiene promotion, and sexual and gender-based violence.
- Supports with background information and data collection, monitors, and reports on the community health program.
- Ensure that all activities are implemented in collaboration with the State Ministry of health local Government Authority, health/nutrition authorities, national protocols are observed/available, and in line with ICRC principles
- Ensure timely implementation and quality monitoring of the NorCross-supported community health projects through structured and regular monitoring, field visits, follow-up up and reporting
- Technically support the Operational National Society (NRCS) and NorCross to better plan for future projects, review and provide input to reports, analyse trends, and suggest project adjustments.
- Ensure Community Engagement and Accountability methodologies are used in the design and implementation of community-based health projects.
- Support the integration of relevant activities to improve the health status of beneficiaries and facilitate access to adequate services for survivors of sexual and gender-based violence, when relevant and in coordination with other ICRC teams, e.g., protection.
- Identifies training needs with ABJ Norcross team and Maiduguri Health delegate, prepares plan/budget, and implements training programs, including on-site training.
- In liaison with the Nutrition and Economic Security team, ensure coordination and proper linkages are established for nutrition activities at a community level and routine health/nutrition activities in the facilities.
- Oversee the coordination of all the components of the Community health activities in collaboration with the Abuja NorCross Community health team and the MIU Health Delegate
- Liaise with health authorities, State Primary Health Care Development Agency (SPHCDA), State Ministry of Health (SMoH), Local Government Authorities (LGAs), and humanitarian organisations working in community health, nutrition, and health as required by his/her supervisor.
Requirements
- University Degree in related Health Sciences, e.g, nursing, midwifery; registered and with relevant experience,
- Minimum of 3 years’ experience managing community-based health or other related health programs.
- Excellent written and spoken English, Hausa language is Mandatory. Excellent proficiency in Kanuri is a plus.
- Previous experience in community-based health and/or nutrition programs
- Previous experience in a humanitarian context in Northeast Nigeria
- Very good understanding of the culture/health structure in the Northeast
- Applicants should have a Nigerian nationality or hold a working permit.
