Key Role Summary
The FSL Officer will be the operational backbone for implementing sophisticated Food Security and Livelihoods interventions in the assigned Local Government Area (LGA) of Sokoto. Under the guidance of the FSL Deputy Programme Manager, you will be primarily responsible for the technical leadership, capacity building, and performance monitoring of Farmer Field Schools (FFS) and Village Savings and Loan Associations (VSLA), ensuring they lead to sustained household income, improved resilience, and peacebuilding within the community.
Key Responsibilities
Mission 1: Technical Leadership and Field Implementation
You will drive the effective and timely implementation of all field-level activities, focusing on sustained livelihood models:
- Livelihood Model Implementation: Lead the day-to-day execution of FFS and VSLA activities, translating program strategy into effective community practice.
- Community Mobilization: Facilitate robust community mobilization and sensitization campaigns to foster buy-in for FFS and VSLA activities.
- Capacity Building: Conduct high-quality training and build the technical capacity of Village Agents, Lead Farmers, and extension agents on FFS and VSLA methodologies.
- Group Establishment: Identify, establish, and provide intensive mentorship to new VSLA groups, ensuring they successfully contribute to sustained household income and promote social cohesion.
- FFS Management: Oversee the establishment and expert utilization of FFS demonstration plots for practical beneficiary training on improved agronomic practices.
- Stakeholder Engagement: Actively build and manage collaborative relationships with technical governmental and non-governmental implementation partners, including the State Ministry of Agriculture, Ministry of Women Affairs, and Ministry of Youth and Sports.
Mission 2: Institutional Strengthening and Household Resilience
You will support the evolution of farmer and savings groups into resilient institutions capable of driving long-term economic recovery:
- Group Formation: Mobilize and facilitate the formation of effective VSLA and farmer groups across respective wards.
- Technical Support: Facilitate field monitoring of VSLA and farmers’ fields to provide timely technical support and continuous learning.
- Data-Driven Decisions: Support the establishment and monthly updating of a comprehensive database on farmer field schools.
- Climate Resilience: Disseminate critical weather information to farmer groups, enabling timely, proactive measures to mitigate negative impacts on agricultural yields.
- Market Linkages: In coordination with the LGA Agriculture department, actively facilitate essential market linkages to enhance profitability for farmer groups.
- Financial Inclusion: Strengthen farmer group investment and saving opportunities through the VSLA methodology.
Mission 3: Reporting, Analysis, and Program Support
You will ensure rigorous data integrity, compliance, and effective program management support:
- Documentation: Ensure all project records (training reports, attendance sheets, on-job coaching sessions) are meticulously prepared and filed.
- Reporting Excellence: Submit timely Bi-weekly and Monthly reports to the FSL D/PM, including comprehensive Issues Log reports detailing mitigation strategies and recommendations.
- Knowledge Sharing: Document and proactively share high-impact success stories and case studies from FSL interventions.
- Financial Planning: Support the FSL D/PM in developing detailed FSL activity timelines and preparing accurate financial forecasts in line with program planning at the LGA level.
Mission 4: Team Performance and Mentorship
You will contribute to a culture of high performance and professional growth within the field team:
- Performance Management: Communicate Action Against Hunger’s performance standards, including facilitating timely 10-minute monthly conversations, conducting performance appraisals (probation and annual/end-of-contract), and identifying staff development needs.
- Operational Oversight: Manage the daily activities of program staff under your support to ensure the smooth, efficient running of the FSL program in alignment with ACF’s HR policies.
- Cross-Learning: Coordinate and facilitate cross-learning and beneficiary capacity building initiatives with FSL stakeholders across different LGAs.
Position Requirements
Educational and Professional Background
- Education: Bachelor’s Degree in Agriculture, Agronomy, Agricultural Economics, Development Studies, or a closely related field.
- Experience: A minimum of 2 years of progressive work experience in implementing food security and livelihood projects is mandatory.
- Specialized Expertise: Demonstrated, hands-on experience in implementing VSLA, FFS (Farmer Field School), and other livelihood programming.
- Sector Knowledge: Thorough knowledge and understanding of best practices in sustainable agriculture, economic recovery, and humanitarian-development programming (HDP).
Skills and Competencies
- Excellent written and verbal communication skills, including fluency in both Hausa and English Languages (required).
- Proven experience in staff or team support and mentorship.
- Strong organizational and time management skills, with the ability to meet tight deadlines.
- Commitment to ACF’s mandate, charter, and promotion of gender equality.
