The scope of work (SOW) sets forth the services to be provided by the Finance Specialist to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.
TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-makingdecision-making

Job Description
The Finance Specialist will provide technical leadership and oversight for all financial management, reporting, and compliance functions in Borno State. S/he will ensure effective financial planning, monitoring, and control to support program implementation in line with donor and organizational requirements. The Specialist will serve as the focal point for state-level financial reporting and compliance. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.
Principal Duties and Responsibilities (Essential Functions):
- Lead state-level financial planning, monitoring, and forecasting in alignment with approved budgets and donor guidelines.
- Ensure effective budgetary control, cost monitoring, and compliance with grant agreements.
- Ensure all financial transactions and documentation comply with donor requirements, Nigerian financial regulations, and internal policies.
- Oversee timely preparation and submission of state-level financial reports for consolidation at the national level.
- Support audits and donor financial reviews at the state level.
- Provide day-to-day supervision, mentorship, and performance management of the Finance Analyst.
- Build the capacity of the state finance team to ensure accuracy, timeliness, and compliance in financial management.
- Maintain robust internal control systems to safeguard program funds and assets.
- Monitor cash flow requirements and ensure timely disbursement of funds to support program activities.
- Coordinate with procurement and operations to ensure proper financial documentation for vendor payments.
- Work closely with the State Team Lead, Technical Specialists, and Operations staff to ensure seamless integration of financial management into program activities.
- Liaise with the central finance team to align state-level reporting with organizational standards.
Job Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Master’s degree or professional certification (ICAN, ACCA, CPA) preferred.
- Minimum of 5 years’ progressive experience in finance and grants management, with at least 2 years in a supervisory role.
- Demonstrated experience working with donor-funded programs, preferably in the health or NGO sector.
- Strong knowledge of Nigerian financial regulations, donor compliance requirements, and international accounting standards.
- Proficiency in financial management software (e.g., QuickBooks, SAP, or similar) and Microsoft Office Suite.
- Excellent analytical, organizational, and communication skills.
Supervision
The Finance Specialist will report directly to the Finance Manager.
Working Conditions/Duration of Assignment
This is a full-time position, based in Borno, Nigeria.
