The ACCESS program is designed to enhance access to Family Planning (FP) and Comprehensive Post-Abortion Care (PAC) services through Nigeria’s Primary Health Care (PHC) system. The project strengthens health systems by improving data management, service delivery, and coordination across supported facilities to achieve better sexual and reproductive health (SRH) outcomes.
Job Title: Field Implementation Support Officer (FISO)
Project: ACCESS SRH (Access to Comprehensive Care and Essential Support Services for Sexual and Reproductive Health)
Reports To: State Lead / M&E Focal Person
Services Needed: Field support for monitoring, evaluation, and program implementation across health facilities
Location: Akwa Ibom, Benue, Ekiti, Enugu, Kebbi, Ondo, Taraba, Zamfara
Duration: 12 months (renewable based on performance)
Position Summary
The Field Implementation Support Officer (FISO) will play a key role in ensuring effective monitoring, evaluation, and implementation of the ACCESS project at the facility level. The position involves data collection and analysis, mentoring of facility staff, and direct support for quality SRH service delivery. The FISO will also ensure timely and accurate data reporting, facilitate capacity building, and strengthen linkages between health facilities and program structures.
Key Objectives
The FISO will collaborate with the ACCESS state team to:

Collect, analyze, and report baseline and monthly data on ACCESS interventions.

Identify and address gaps in data quality, reporting, and service delivery through capacity building and mentoring.

Monitor and support the rollout of ACCESS interventions across selected health facilities.
-
Provide hands-on technical support to health facility staff to improve the quality of SRH service delivery.
Key Responsibilities
1. Monitoring and Evaluation
-
Conduct routine visits to supported facilities to collect and validate service delivery and program data.
-
Track and report the availability and utilization of maternal and reproductive health commodities.
-
Collate, analyze, and submit accurate data reports on program performance.
-
Provide regular feedback to health facility staff to improve data accuracy and reporting systems.
2. Service Delivery Support
-
Provide technical support to facility staff in delivering high-quality SRH services, especially during peak service periods.
-
Identify service delivery gaps and address them through targeted mentoring and supportive supervision.
-
Monitor FP and PAC service performance and report findings for timely corrective actions.
3. Capacity Building
-
Mentor and train facility personnel to strengthen their skills in data management and SRH service provision.

Conduct supportive supervision visits to enhance service quality and efficiency.

Encourage stakeholder collaboration at the facility level to promote ownership and sustainability of interventions.
4. Stakeholder Engagement
-
Serve as the liaison between the ACCESS project team and facility-level stakeholders.

Facilitate communication and coordination with State Ministries, LGAs, and other relevant partners to ensure effective program delivery.
Key Deliverables
Monitoring and Evaluation

Bi-weekly facility data reports using approved tools.

Weekly updates on SRH commodity supply and utilization.
-
Facility-level reports detailing service delivery gaps, mentoring outcomes, and improvement actions.
Service Delivery
-
Comprehensive database of SRH service outcomes (particularly FP and PAC).
-
Quarterly progress reports summarizing service provision results and achievements.
Capacity Building

Monthly filled supervision and mentoring checklists.
-
Quality improvement plans highlighting progress and challenges.
-
Monthly summaries of achievements, lessons learned, and recommendations.

Education and Experience

Academic Qualification: A degree in Nursing, Midwifery, Community Health Extension, or other relevant health-related fields.

Experience: Minimum of two (2) years of proven experience in health program implementation, workforce development, or data management.

Experience working within public health facilities or donor-funded projects is an added advantage.
