Expression of Interest (EOI) – Capacity Strengthening for Local Production of Malaria Rapid Diagnostic Test Kits in Nigeria at the Presidential Initiative For Unlocking the Healthcare Value Chain – PVAC
The Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) is a strategic government effort established by His Excellency, President Bola Ahmed Tinubu, as a cornerstone of the Renewed Hope Agenda in October 2023. Operating under the auspices of the Federal Ministry of Health & Social Welfare and the leadership of the Coordinating Minister of Health and Social Welfare, PVAC aims to unlock billions of dollars in new investment into Nigeria’s healthcare delivery system.

Background
- Under the Enhancing Local Manufacturing and Supply Chain Management for Health Commodities and Supplies in Nigeria project — a joint initiative of the Presidential Initiative for Unlocking Healthcare Value Chain (PVAC) and the National Malaria Elimination Programme (NMEP), with the support of the World Bank, qualified and credible Nigerian-based manufacturers are invited to indicate their interest in the local production of Malaria Rapid Diagnostic Test Kits.
- This initiative seeks to strengthen Nigeria’s capacity for local manufacturing of critical health commodities, reduce dependence on imports, improve supply chain resilience, and contribute to the sustainable elimination of malaria in the country.

Submission Requirements
Interested manufacturers are expected to submit an Expression of Interest (EOI) document that clearly outlines:
- Organizational capacity and structure – including manufacturing facilities, technical expertise, quality management systems, and relevant certifications.
- Relevant experience – evidence of previous production of similar medical diagnostic devices or health commodities.
- Compliance with national and international standards – including NAFDAC, ISO, and WHO guidelines where applicable.
