Purpose / Project Description

  • Energy 4 Impact is recruiting an Electric Mobility & EV Charging Infrastructure Technical Expert to support the development of Nigeria’s e-mobility ecosystem under NESP III.
  • The expert will lead the preparation of EV charging station guidelines and technical standards, as wells as an e-mobility framework to promote e-mobility in Nigeria.
  • All in collaboration with NADDC and state governments supported under NESP III.

Consultant Activities
The Consultant will undertake the following responsibilities:

  • Lead the development of electric vehicle (EV) charging station guidelines, technical standards, and regulatory frameworks, including alignment with intermittent renewables to the grid.
  • Provide technical inputs for e-mobility frameworks, including charging infrastructure planning and grid impact assessments.
  • Conduct technical due diligence on EV related proposals, ensuring alignment with national and international EV standards and safety codes.
  • Support stakeholder consultations with NADDC, state governments, and private sector actors.
  • Deliver capacity building sessions on EV charging technologies and standards.
  • Contribute to reporting, documentation, and knowledge transfer activities.
  • Prepare technical specifications, BoQs, and tender documents for EV charging infrastructure.
  • Transfer global best practices into charging interoperability, smart charging, and EV-grid integration.
  • Develop EV infrastructure planning tools, including load forecasting models and site selection criteria, integrated into broader grid planning activities in the project.
  • Support the design of pilot EV charging corridors within the project states.
  • Provide advisory support on business models for EV charging (CPO models, PPPs, tariff structures).
  • Contribute to an e-mobility knowledge hub, consolidating standards, templates, and case studies for future use in NESP.

Consultant Deliverables:
The Consultant will deliver the following:

  • A guidelines and standards package detailing EV charging station requirements, technical standards, regulatory frameworks, and recommendations for integrating intermittent renewable energy into the grid.
  • Technical inputs to analysis and recommendations on charging infrastructure planning, grid impact assessments, and integration considerations for national e‑mobility frameworks.
  • A stakeholder consultation summary documenting engagement, key insights, technical recommendations, and agreed follow‑up actions with NADDC, state authorities, and private sector actors.
  • A capacity building delivery report on EV charging technologies and standards including training materials, session summaries, participant feedback, and evidence of strengthened technical competencies.
  • Inputs to periodic reporting and knowledge outputs technical e-mobility inputs, progress updates, and documentation supporting institutional learning.
  • An advisory note on best practices on interoperability, smart charging, and EV‑grid integration
  • A toolkit on EV infrastructure planning, including load forecasting methodologies, site selection criteria, and planning tools to integrate into broader grid planning systems.
  • A high-level corridor design note detailing proposed routes, charging configurations, technical requirements, and implementation considerations for EV charging corridors in project states.
  • An advisory note analyzing viable charging business models and providing recommendations for Nigeria’s context.
  • A package of knowledge products, to be determined in collaboration with the client, that consolidates standards and other technical resources for long-term use within NESP’s e-mobility program.
  • A Knowledge Hub Contribution Package consolidating standards, templates, case studies, and technical resources for long‑term use within NESP’s e‑mobility program.

Timeframe / Schedule:

  • This assignment will take no longer than 35 days between May 2026 to December 2027, subject to performance and fund availability throughout this period.

The Consultant will report to:

  • The consultant will report to the Senior Technical Analyst, Energy 4 Impact.

The Consultant will work closely with:

  • The Team Leader, the MEL and Reporting Expert other technical and finance experts in the project, experts from implementing partner, the government counterparts, the finance and operations team

Requirements
Education:

  • Master’s Degree (or equivalent) in Electrical Engineering, Renewable Energy Engineering, Power Systems Engineering, or related field.

Languages:

  • Excellent command of English (C1 level, CEFR).

Professional Experience:

  • General: At least 12 years of experience in the energy sector.
  • Specific: Minimum 8 years of experience in EV regulations, EV charging infrastructure, e-mobility technical standards, or a combination of these.
  • Demonstrated experience preparing technical guidelines, codes, or regulatory instruments.
  • International experience: At least 7 years in at least two countries with economies in transition outside West Africa.
  • Regional experience: At least 5 years of professional experience in West Africa, including a minimum of 1 year in Nigeria.
  • At least 5 years of experience working on development cooperation projects.
