For four decades, Action Against Hunger (ACF) has been at the forefront of the global movement to end life-threatening hunger. Our mission is realized through integrated humanitarian and development programs that address immediate needs while building long-term resilience.

We are seeking an expert Enterprise Development Officer to lead the planning, execution, and oversight of Income Generating Activities (IGA), Vocational Skills Training (TVET), and Cash-for-Work (CFW) initiatives in Sokoto. This role is pivotal in restoring and creating sustainable livelihoods for the most vulnerable households.

The Role: Enterprise Development Officer

The Enterprise Development Officer is a dynamic position focused on driving economic resilience through market-based programming. You will be responsible for the technical quality, integration, and effective coordination of all livelihoods restoration components within our intervention areas.

Key Strategic & Operational Responsibilities

1. Livelihood Program Implementation and Quality (Mission 1)

  • Field Implementation Leadership: Under the guidance of the FSL Programme Manager, ensure the effective and timely implementation of all field activities related to Cash-for-Work (CFW), Vocational Skills training, Income Generating Activities (IGA), and general livelihoods restoration.
  • Targeting and Accountability: Work closely with community leaders and stakeholders to ensure fair, transparent, and principled targeting of all beneficiaries for IGA, CFW, and vocational skills interventions, strictly adhering to set criteria.
  • Vendor Management: Support the identification, contracting, documentation, and proactive management of local vendors, providing timely support throughout the project lifecycle to ensure seamless market engagement.
  • Program Integrity: Promote fairness and transparency in all economic activities, ensuring community stakeholders are well-informed and providing regular feedback through established accountability channels.

2. Market Assessment and Program Learning (Mission 2)

  • Evidence-Based Design: Support the FSL Deputy/Programme Manager in conducting comprehensive Market Assessments to identify feasible and scalable IGAs, livelihoods, and vocational skill activities relevant to the local economy.
  • Data Management: Facilitate and supervise the accurate collection, collation, and management of beneficiary data and distribution lists, working in coordination with the M&E unit to analyze data and improve program approaches.
  • Impact Documentation: Contribute significantly to organizational and sector-wide learning by meticulously documenting lessons learned, best practices, success stories, and case studies related to the livelihoods/IGA interventions.
  • M&E Participation: Actively plan and participate in program monitoring and evaluation activities, including Baselines, Post-Distribution Monitoring (PDMs), and End-line surveys, in collaboration with relevant departments.

3. Sectoral Integration and Reporting (Mission 3)

  • Integration Catalyst: Ensure powerful synergies and integration between Livelihoods activities and other ACF sectors (Peacebuilding, WASH, Health, and Nutrition) at the field level, maximizing collective impact.
  • Resilience Focus: Actively support the integration of climate resilience measures into FSL activities and foster the development of durable solutions within the Humanitarian-Development-Peace (HDP) nexus framework.
  • Coordination and Reporting: Undertake effective field-level coordination and ensure proper documentation of FSL interventions to facilitate timely and accurate reporting to relevant clusters and stakeholders.

4. FSL Assistant Team Support (Mission 4)

  • HR Management Support: Support the recruitment and initial training of FSL Assistants in collaboration with the FSL Programme Manager.
  • Capacity Development: Identify and address the training and development needs of Enterprise Development Assistants, providing essential coaching and mentoring to enhance team performance.
  • Performance Oversight: Monitor the daily activities of the team and undertake performance management activities (e.g., performance appraisals) as required by HR procedures.

Position Requirements

You are a results-driven professional with a strong background in economic development and a passion for community-based solutions.

Essential Qualifications:

  • Academic: Degree in Agriculture, Economics, Business Management, Entrepreneurship, Development Studies, Agribusiness, or other related fields.
  • Professional Experience: Minimum of 2 years of progressive work experience in implementing livelihood/IGA, TVET interventions, or cash-based programming in a humanitarian or development context.
  • Technical Expertise: Proven experience in food security, livelihoods, Cash and Voucher Assistance (CVA), IGA, and enterprise development programming.
  • Communication & Language: Good communication skills, with mandatory fluency (written and spoken) in both Hausa and English Languages.
  • Mobility: Willingness and ability to travel extensively and be based in remote areas where humanitarian services are often limited.
