Main Purpose:

Supporting the Medical Coordinator through delegated tasks and responsibilities including defining, leading and coordinating the entire medical scope of the mission, according to MSF protocols, standards, policies and values, in order to ensure the quality of the medical care given to the targeted population and thus improving their overall health and living conditions. Fully assuming the medical coordinator’s responsibilities in case of absence.

Job Description

  • Supporting the Medical Coordinator in defining, monitoring and updating the medical content of the MSF country policy and annual plan, by scanning health needs and translating them into objectives, priorities and resources needed in order to cover medical and humanitarian needs of the population at risk.

  • At the request of the Medical Coordinator, representing MSF before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests, through regular contacts with other actors in the country, negotiating with authorities when necessary, and informing on MSF charter, values and principles.

  • Participating and contributing in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programs aimed at addressing humanitarian issues at stake ensuring its efficiency and quality (i.e. monitoring the project implementation, assisting the Project Coordinator and the medical teams in drafting the project proposal and follow up, identifying priority needs, other potential areas of action and emergency situations and collaborating and assisting in the production of medical reports).

  • Coaching, training and motivating the teams in the mission in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job achieving MSF quality standards (i.e. induction, briefing/debriefing, training, potential detection, evaluation)

  • Collaborating, together with the logistics department and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material (i.e. review of medical orders and monitoring of medicines consumption and stock levels of the different projects).

  • Assisting in defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety (i.e. monitors both physical and mental health state of staff, promotes compliance of all related protocols and procedures and collaborates in the update of issues regarding the security context).

  • Ensuring the Medical Coordination in the Mission and fully assuming the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.

MSF Section/Context Specific Accountabilities

  • Understanding the humanitarian context of north part of Nigeria.

  • Having strong clinical skills in patients’ management and learning experience about patient safety and security.

  • Ensure the Implementation and high uptake of community-based approach of different activities.

  • Advanced knowledge in project cycle and project management.

  • Good capacity in writing concepts notes and proposals.

  • Strong capacity in networking and advanced knowledge of the Nigerian Healths Policies and systems.

  • Strong capacity in negotiation and advocacy and especially for all related to medical dossiers.

  • Ensure strict applications of patient dignity and safety in all projects (including rational distribution of patients’ kits, and food for patients and caretakers).

  • Provide technical support to PMRs to Improve Hospital management (Improvement of quality of care, beds management, IPC…) including basic needs for PHCCs.

  • Management of the medical flying in the mission and provide orientation for International Staff regarding the access to hospitals.

  • Validate all the referrals from the projects, checking on the quality of health and service provided from referral hospitals and all services (laboratories and pharmacies).

  • Focal point of the HMIS and data of the mission, update the database, ensure quality of data collection, analysis and report, train the PMRs and MAMs to ensure quality. And medical reporting (Punto info, Sitrep and Annual).

  • Ensure epidemiological surveillance for MSF OCBA in collaboration with mission EPI and NiMert MAM.

  • Support the Medco Support in the follow-up of National Staff Health and link with the Insurance company and ensuring staffs and their dependents are receiving accurate health care.

  • Support projects’ development by answering medical questions from the field, participating in medical briefings of new arrivals and debriefings of staffs on departures (or end of mission).

  • Follow-up with the projects on the filling of all the important documents of the projects (line lists, mortality reviews, Maternal Audits).

  • Verifying and validating the projects medical reports (Punto infos, SITREPS, Others reports).

  • Replacing temporarily (as gap filling) a member of the field team (MAMs or PMR in particular) when necessary.

  • In support of the medical coordinator, represent MSF in meetings or with different stakeholders. Assist the MedCo in the stakeholder mapping including MoH (federal and states) organigrams.

  • Carry out medical follow-up of all MSF national and international staff in application of MSF staff health policies,

  • Supervising together with the HR the medical expenses associated, in order to protect personnel’s health state while keeping close control to the resources required.

  • Carry-out administrative (inventory and management of the medical operational library, archiving of data and medical reports, etc.), information gathering and data collection tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project and support decision-taking.

Requirements

Education
Essential degree in medicine or other paramedical studies. Training in tropical medicine Public Health will be an asset (Master’s Degree).

Experience
Essential more than 2 years’ experience in coordination of medical programs, in MSF or other INGO’s in developing countries.

Language
English language essential, local language desirable.

Knowledge
Essential computer literacy (word, excel, internet and power point).

208 working hours per month
