Job Title: Consultant – Radiation Safety Adviser (RSA), PDX CAD-AI X-ray Registration, Authorization, and Implementation

Location: Nigeria (Across CIHP – Supported States)
Employment Type: Contract
Duration: 6 (six) months

Background

  • The Centre for Integrated Health Programs (CIHP) is introducing Portable Digital X-ray (PDX) with Computer Aided Detection and Artificial Intelligence (CAD-AI) across supported states to strengthen TB case detection, particularly among PLHIV.
  • Given the radiation-emitting nature of this technology, the Nigerian Nuclear Regulatory Authority (NNRA) requires that such equipment be registered, licensed, and authorized before use.
  • To ensure regulatory compliance, occupational safety, and sustained service delivery, CIHP seeks to engage a certified Radiation Safety Adviser (RSA) to support the registration, authorization, and safe implementation of PDX CAD-AI services.

Objectives of the Consultancy

  • The RSA will provide expert guidance to ensure:
    • Full compliance with NNRA regulations for PDX CAD-AI deployment.
    • Safe operation of radiation equipment across CIHP-supported facilities.
    • Institutional capacity building on radiation safety protocols and quality assurance.
    • Sustained monitoring, evaluation, and reporting on radiation safety standards.

Duration of Assignment:

  • The consultancy is expected to last six (6) months with possible extension based on project needs and performance.

Reporting & Accountability:

  • The Consultant RSA will report to the Director of Clinical Services through the TB/HIV program lead at CIHP (or designated officer).
  • Progress updates will be provided on a monthly basis.

Scope of Work / Key Responsibilities
The Consultant RSA will:

  • Regulatory Compliance & Licensing
    • Lead the registration and authorization of PDX CAD-AI machines with NNRA.
    • Prepare and submit all required documentation for licensing.
    • Serve as liaison between CIHP and NNRA.
  • Radiation Safety Program Development
    • Develop a comprehensive radiation safety management plan for CIHP-supported facilities implementing the PDX CAD AI screening.
    • Establish protocols for occupational safety, patient safety, and environmental monitoring.
  • Training & Capacity Building
    • Conduct training and mentorship sessions for facility staff on radiation protection, quality assurance, and safe X-ray practices.
    • Provide guidance on the use of personal protective equipment (PPE) and radiation monitoring devices.
  • Monitoring & Reporting
    • Carry out site inspections to assess compliance with NNRA requirements.
    • Provide periodic reports to CIHP management on radiation safety performance.
    • Recommend corrective actions where gaps are identified.

Deliverables

  • NNRA registration and authorization certificates for all PDX CAD-AI machines.
  • A CIHP Radiation safety management plan for the implementers.
  • Training materials and reports on staff radiation orientation sessions.
  • Quarterly compliance and safety audit reports.
  • Final consultancy report with recommendations for sustainability.

Qualifications & Experience

  • Certified Radiation Safety Adviser with NNRA recognition / approval.
  • Advanced Degree in Medical Physics, Radiography, Radiation Protection, or related field.
  • Minimum of 5 years’ experience in radiation safety management.
  • Proven experience in regulatory compliance and equipment authorization processes.
  • Strong facilitation and training skills

Payment Terms
Payment will be structured based on deliverables, with disbursement made upon submission and approval of agreed outputs.
