At ARFH, the State Technical Officer serves as a vital link in the integrated TB/HIV and Clinical Private Sector Partnership (CPPM) framework, ensuring that health systems in Nasarawa remain robust and responsive. Job Summary
We are seeking a seasoned public health professional to provide expert technical oversight and monitoring for our integrated TB/HIV project in Nasarawa State. The successful candidate will lead data management initiatives, conduct rigorous field-level supervision, and ensure that all programmatic activities align with both national health guidelines and international donor standards.
Key Responsibilities
Technical Oversight & Quality Assurance
- Strategic Monitoring: Lead the monitoring and evaluation (M&E) framework for the integrated TB/HIV and CPPM project, ensuring all activities meet established benchmarks.
- Compliance Management: Verify that project implementation adheres strictly to approved work plans, donor reporting standards, and programmatic requirements.
- Gap Analysis: Proactively identify service delivery gaps through data reviews and field assessments, coordinating with the management team to implement swift corrective actions.
Data Management & Field Supervision
- Data Integrity: Support field officers in the accurate collection, management, and reporting of key performance indicators in accordance with national and donor protocols.
- Supportive Supervision: Conduct routine site visits to healthcare facilities, performing intensive data validation and verification using standardized checklists.
- Information Systems: Oversee the maintenance of project databases, training records, and programmatic progress updates to ensure real-time documentation of achievements.
Stakeholder Engagement & Documentation
- External Representation: Represent the organization at state-level stakeholder forums, delivering professional presentations on program milestones and deliverables.
- Knowledge Management: Facilitate the development of high-quality quarterly reports, fact sheets, journal publications, and compelling human-interest success stories.
- Government Collaboration: Provide technical assistance to the National Tuberculosis and Leprosy Control Programme (NTBLCP) and other government bodies during national health surveys and evaluations.
Required Qualifications & Experience
- Educational Background: A University Degree in Medicine, Public Health, Pharmacy, Statistics, Demography, or the Social Sciences. A Master’s Degree in Public Health (MPH) is highly desirable.
- Core Experience: A minimum of 5 years of active experience in HIV/AIDS, TB, or Malaria programming within a developing country context.
- Donor Familiarity: Proven experience working on projects funded by the Global Fund, USAID, or other major international development partners.
- Technical Skills: Strong proficiency in health information systems, data validation techniques, and the use of M&E tools.
- Communication: Exceptional presentation and report-writing skills, with the ability to articulate complex health data to diverse audiences.
