The Danish Refugee Council (DRC) is seeking an experienced consultancy firm to conduct an Integrated Green Labour Market Assessment (GLMA) and a Climate-Smart Agriculture (CSA) assessment in Sokoto State.
Purpose of the Assessments
The dual assessments will:

Identify new, market-driven green job opportunities and pathways to “green” existing livelihoods in both agricultural and non-agricultural sectors.

Ensure the inclusion of women, youth, and displacement-affected populations in green transitions.

Provide guidance on how DRC’s interventions can be aligned with national and state policy frameworks to accelerate CSA adoption and strengthen green market systems.

Contribute to Nigeria’s green transition, ensuring no vulnerable household is left behind.
Focus in Sokoto State
Agriculture remains the backbone of Sokoto’s economy. The assessments will support farmers, pastoralists, and small-scale entrepreneurs to adopt climate-smart practices that deliver the “triple win” of:

Higher productivity,

Stronger adaptation to climate shocks, and
-
Reduced emissions.
The consultancy will generate a roadmap for advancing food security, resilience, and inclusive participation, while defining tailored green livelihood interventions based on robust evidence of:

Environmental dynamics,

Market trends,
-
Barriers, competition, risks, and opportunities.
Scope of Work

Green LMA Component
-
Provide a comprehensive understanding of labour market dynamics.

Identify viable green sectors and related skills requirements.
-

CSA Component
-
Assess agro-ecological conditions and farming constraints.
-
Analyse climate risks such as flooding, drought, heatwaves, soil degradation, and pests.

Recommend context-appropriate CSA practices, including:

Drought-tolerant crops,
-
Agroforestry,
-
Composting,
-
Small-plot cultivation,
-
Digital agriculture tools,
-
Resource-efficient farming systems.

The aim is to prioritize market-viable and climate-resilient interventions that advance productivity, resilience, low-carbon outcomes, and inclusive market opportunities.
Fieldwork
The selected firm will carry out fieldwork in Sokoto State, primarily in Sokoto South and Sokoto North LGAs.
