Position: Admin and Procurement Consultant

Location: Lagos

Project Summary

  • EngenderHealth is currently implementing the 3rd Catalytic Opportunity Fund (COF) HIUD Scaleup project aims to increase access to hormonal IUDs (HIUDs) in Ebonyi and Kogi States of Nigeria by training and supporting health workers in secondary health facilities and highvolume primary health care (PHC) facilities delivering copper IUD services to integrate HIUD service delivery into their existing services.
  • The implementation approach will be catalytic by utilizing a peer learning and exchange process that supports cascade training of health workers from secondary facilities and high-volume PHC facilities who currently provide Copper IUD services to bring HIUD access to the clients.

Responsibilities
The Admin and Procurement Consultant will be responsible for:

  • Lead the Admin and Procurement Unit and manage the full procurement cycle, including planning, sourcing, evaluation, contracting, and delivery.
  • Ensure procurement processes comply with internal policies and donor requirements.
  • Maintain and update the procurement tracker and vendor database.
  • Prepare and review solicitation documents (RFQs, RFPs, etc.).
  • Negotiate contracts and manage vendor relationships.
  • Oversee office operations including asset management, logistics, and facility maintenance.
  • Responsible for periodic inventory asset check as designated by the organization
  • Ensure timely renewal of leases, insurance, and service contracts.
  • Manage travel and accommodation arrangements for staff, stakeholders and consultants.
  • Ensure proper documentation and filing of procurement and administrative records.
  • Prepare periodic reports on procurement and administrative activities.
  • Support internal and external audits by providing the required documentation.
  • Provide guidance and training to staff on procurement and administrative procedures.
  • Serve as the primary liaison with the IT unit on all IT-related matters, including hardware/software needs, troubleshooting, and system upgrades.
  • Recommend improvements to systems and processes for greater efficiency
  • Any other duties may be assigned by supervisor.

Key Deliverable Tasks:

  • Carry out procurement process of goods and services.
  • Contracts prepared and signed for vendors and consultants.
  • Manage vendor and contractor to ensure on-time deliveries.
  • Track all vendor payments submitted for processing.
  • Manage the project assets and asset register.
  • Process payment for all vendors who have completed delivery and submitted a correct invoice.

Qualifications
Must possess the following requirements with:

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, or related field.
  • Minimum of 7–8 years of progressive experience in procurement and administration, including at least 2 years in a managerial or supervisory role preferably in donor-funded projects.
  • Strong knowledge of procurement regulations and best practices.
  • Excellent organizational, negotiation, and communication skills.
  • Ability to work independently and manage multiple tasks effectively.
  • Demonstrated problem-solving skills, collaboration experience, creativity, and willingness to innovate.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Good written and spoken English language skills.
