Job Summary

The Senior Programme Associate (DTM) is a high-level technical and administrative lead responsible for overseeing the implementation of displacement tracking activities across Nigeria. Working at a G-6 grade, you will provide advanced support to the DTM Programme Officer, managing complex workflows, supervising field teams, and ensuring the highest standards of data integrity and reporting. You will be a key driver in optimizing project performance and maintaining strategic partnerships with humanitarian stakeholders.

Key Responsibilities

Strategic Oversight and Project Management

  • Programme Implementation: Lead the planning and execution of DTM project cycles, ensuring all field activities are aligned with IOM global standards and donor requirements.
  • Team Leadership: Provide technical guidance and supervision to junior project assistants and field enumerators, fostering a culture of accuracy and accountability.
  • Performance Monitoring: Identify operational bottlenecks and delivery shortfalls proactively, developing and implementing corrective strategies to maintain project momentum.

Advanced Data and Reporting

  • Analytical Excellence: Oversee the compilation, synthesis, and high-level analysis of complex migration datasets to produce actionable insights.
  • Strategic Documentation: Draft and review sophisticated project reports, policy briefs, and presentations intended for high-level government and inter-agency stakeholders.

Administrative and Stakeholder Coordination

  • Financial Stewardship: Manage project budgets at an advanced level, verifying fund availability and ensuring compliance with UN financial rules and IPSAS standards.
  • Strategic Liaison: Serve as a key focal point for coordination with governmental authorities, UN agencies, and NGO partners to facilitate smooth project implementation and data sharing.
  • Compliance: Enforce strict adherence to IOM’s Data Protection Principles and ethical standards across all levels of the DTM operation.

Required Skills and Qualifications

Education & Professional Experience

  • Option A: A Bachelor’s or Master’s degree in International Relations, Social Sciences, Development Studies, Statistics, or a related field with at least four years of relevant professional experience.
  • Option B: A High School Diploma with at least six years of relevant professional experience in a senior administrative or project coordination role.
  • Leadership Track Record: Proven experience in a supervisory capacity within an international humanitarian organization or a governmental institution.

Technical & Behavioral Competencies

  • Migration Expertise: In-depth understanding of the global migration landscape and the specific displacement context in Nigeria.
  • System Knowledge: Advanced proficiency in UN programming, financial regulations, and complex project cycle management.
  • Communication: Masterful written and oral communication in English; the ability to influence and negotiate with diverse stakeholders is essential.
