Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care.
In the event of a replacement, we are looking for an E-Cell Human Resources Manager. The cell human resources manager (HRM) is responsible for ensuring the proper management of human resources (consistency and quality) in the countries for which they are responsible.
Mission
Under the hierarchical responsibility of the Cell Manager and the functional responsibility of the Field HR Support Coordinator, they are the interface between the HR department and the cell:
Main job activities:
As a member of the cell team:
- Be responsible for coordinating, defining and planning field team compositions (coordination and projects)
- Participate in defining the objectives of the programs of the countries in its unit
- Be involved in cross-functional projects
Ensure compliance with HR policies and procedures:
- Ensure the dissemination and compliance with policies and procedures for its scope
- Inform the unit of HR issues of the programs and alert its managers to the risks
- Be responsible for the implementation of policies and procedures adapted by country, relying on technical HR and legal representatives
- Be in contact with counterparts from other OCs to ensure good collaboration in the implementation of our intersectional HR policies
- Advise the RC with proposals for exceptions when operational implementation constraints require it and request arbitration as needed
- Be responsible for capitalizing on exceptions decided by the RC
Be responsible for the management of national human resources within the scope of the unit:
- Advise and guide the various functional managers of their unit and field coordinators on HR policies, procedures and tools
- Ensure proper payroll management is monitored
- Ensure the identification of needs and implementation of training actions for national staff
- Identify future executives and monitor the individual career paths of national executives and future executives (training, promotions, secondments, expatriations) in collaboration with the HR development center
- Ensure that national staff assessments are carried out and archived in the dedicated tool
Be responsible for the management of international human resources within the scope of the unit:
- Define the profiles sought for the positions for which they are responsible in collaboration with the members of their unit
- Participate, with his/her RC, in the selection of international coordination teams
- Ensure that briefings, debriefings and reviews of international staff are carried out and that the reviews are archived in the dedicated tool
- Ensure the proper management of the departure and return of international staff
- Participate in the identification of needs and implementation of training actions for international staff
- Lead the identification of future executives within the unit in collaboration with the coordination teams and share information with the Development Division
Be responsible for monitoring and analyzing your activity:
- Guarantee the feedback of information necessary for managing its activity
- Analyze the specific HR issues of the countries for which he or she is responsible and transmit them to the CoRH
- Supervise and coordinate, within its scope, pilot initiatives relating to field HR policies and ensure reporting on their monitoring
- Ensure HR reporting within the scope of its unit
- Participate in the development of the field HR budget and revisions
Functional management, supervision of HR coordinators:
- Supervise, advise, provide support, motivate, unite teams and develop the skills of HR coordinators
- Participate in the orientation and evaluation of their work in collaboration with the head of mission
- Ensure their understanding and the challenges of the legal framework of the countries, their mastery of institutional HR issues and HR tools
- Provide briefings and debriefings for CoFiRh and CoRH
- Participate in coordinator briefings and debriefings
Transmission of skills:
- Contribute to the development and delivery of HR training sessions
Participate in HR on-call shifts according to the current schedule
Possible job activities:
- May be required to provide a short secondment on mission to cover a gap in a coordination position.
Profile sought
Experience :
- A minimum of 2 years of field experience as an HR Coordinator in an NGO is required in two different contexts.
- Experience with MSF is an asset.
- Experience as a Project Coordinator is an asset.
LANGUAGES :
- Fluent French and English (level C1).
SKILLS :
- Know the techniques and tools of Human Resources Management.
- Concept in project management.
- Master HR Management Tools.

Status: 9-month full-time fixed-term contract. Management position, based in Paris. Teleworking according to MSF’s current rules (2 days/week).
Conditions: €50.4K gross annual salary over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of public transport tickets.
