The scope of work (SOW) sets forth the services to be provided by the Technical Specialist to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.
TAConnect is implementing a multi-year maternal and newborn health system strengthening project in Borno and Gombe States, with the goal of reducing maternal and newborn mortality. The program focuses on strengthening health facilities’ capacity to provide quality Emergency Obstetric and Newborn Care (EmONC), improving demand and access to skilled delivery, deploying digital and interoperable systems for data-driven decision-making.

Job Description
The Technical Specialist will provide provide strategic and technical leadership to support the design, implementation, and monitoring of interventions aimed at reducing maternal and newborn mortality. The role will focus on strengthening the quality, availability, and continuity of RMNH+N services at primary and secondary levels of care through a health systems strengthening approach. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.
The position requires a strong background in health systems strengthening, and Reproductive, Maternal, Newborn and Health including Nutrition (RMNCH+N)
Principal Duties and Responsibilities (Essential Functions):
- Provide technical input for strengthening service delivery platforms for RMNH+N across primary and secondary care levels.
- Support the integration of RMNH+N services into routine health systems, ensuring alignment with national strategies and guidelines.
- Provide ongoing technical assistance and capacity building to the SPHCDA and LGHAs to implement State strategies and plans that guide RMNH+N and rapidly scale-up integrated delivery of quality, high-impact RMNH +N services in the State
- Contribute to building the capacity of MTOTs, TOTs of relevant HRH structures to use proven and sustainable skill building and learning approaches and quality improvement methodologies for the delivery of high-impact RMNH +N at the community level and in primary health care facilities
- Provide technical support to the SPHCDA and LGHAs and facilities in strengthening the relevant structures and systems required to strengthen quality improvement processes
- Mentor during skill building efforts for health workers and relevant community-based structures in support of integrated service delivery, quality improvement, use of data for decision making and other skills required for effectively managing the reliable delivery of quality high impact, RMNH+N at PHC and community level
- Collaborate with social and behavior change (SBC) teams to identify demand-side barriers and promote community awareness of RMNH+N services.
- Build capacity of community-based health workers (CBHWs), CBOs, and other actors for early identification, referral, and tracking of priority cases.
- Support advocacy efforts related to integrated delivery of RMNH +N with SMOH, SPHCDA and LHGAs for adoption of new evidence-based RMNH +N at health facilities and the community
- Support data assessments, monitoring and evaluation activities to inform program adjustments and policy advocacy
- Support supply chain and infrastructure improvements that enhance service availability and readiness.
- Contribute to the development/review of program strategies, annual workplans and budgets.
- Support coordination with government counterparts, implementing partners, and donor agencies to align interventions.
- Represent the project in technical working groups and relevant stakeholder meetings.
- Contribute to the development of reports, presentations, policy briefs, and technical documents.
Job Qualifications
- Bachelor’s degree in Medicine, Nursing, Midwifery, Public Health, or a related field. Master’s degree Public Health is added advantage.
- Minimum of 5 years of experience in reproductive maternal and newborn health programming.
- Experience working with government at national and state levels in Nigeria.
- Experience working with Ministries of Health, donor-funded programs, and multistakeholder partnerships.
- Strong skills in data analysis, strategic planning, and technical writing.
- Excellent interpersonal, coordination, and facilitation skills.
- Strong analytical and problem-solving skills.
- Ability to work independently and manage multiple priorities.
- Cultural sensitivity and ability to work with diverse teams.
- Commitment to advancing equity in health care service delivery.
- Strong communication, negotiation, and stakeholder management skills.
- Proficiency in Microsoft Office, familiarity with DHIS2 or other health information systems.
- Strong verbal, listening, writing, and inter/intrapersonal skills essential for effective coordination
- Strong ability to multi-task will be highly desirable.
- Fluent in English, (written and oral communication) and any local language
Supervision
The Technical Specialist will report directly to the Technical Manager.
Working Conditions/Duration of Assignment
This is a full-time position, based in Abuja, Nigeria, with frequent travel to project sites.
