Job Title: Senior Programmes & Projects Officer (ACALAN)

Purpose of Job
- To Coordinate ACALAN’s core projects and the activities of some of the organs and working structures, and engage Member States and relevant stakeholders.
Main Functions
- Ensure effective coordination in planning and implementation activities at various levels
- Actively contribute in the development of strategies, policies, programmes and plans
- Provide support in the liaison with Member States, Regional Economic Communities (RECs), and other stakeholders on relevant matters
- Prepare and develop reports, budgets and work programmes
- Manage and supervise employees under his/her supervision with regards to organization and performance evaluation.
- Conduct complex analysis and generate accurate reports in a timely manner for the Academy and AU’s internal use.
- Liaise with the various Departments/Directorates/Offices of the Commission for coordination and alignment purposes
- Prepare budget proposals in accordance with relevant frameworks.
Specific Responsibilities:
The Senior Programmes and Projects Officer, through the Executive Secretary’s supervision shall have the following specific responsibilities. He/She shall:
- Prepare draft programs and project proposals aligned to the Academy’s mandate
- Lead and follow upon the implementation plan for programmes developed out of the Academy’s strategic plan. Engage in the monitoring and evaluation of programs as well.
- Establishes draft projects on training programmes and capacity building activities of ACALAN.
- Provide support in the development of resource mobilization strategy through coordination with stakeholders
- Prepare and develop reports, budget proposals and work programmes related to the functioning of the Academy
- Support the promotion of the activities of the Academy including preparing leaflets, guidelines and fact sheets as may be required.
- Lead the technical and programmatic coordination of the Academy’s activities
- Manage human resource related matters linked to program and project implementation and management
- Plan and guide on required logistical preparations during activity implementation
- Monitor and evaluate staff under direct supervision.
- Liaise with various institutions and stakeholders to follow up on program and project proposals, work plans or implementation of programs and project activities within the mandate of ACALAN.
- Prepares, participates in and monitors the drafting of Official Reports of ACALAN.
- Participates in the preparation of the Annual Reports of ACALAN.
- Performs any other duties that may be assigned.
Academic Requirements and Relevant Experience
- The candidate should have at least a Master’s Degree in Pedagogy/Education Sciences or other relevant social sciences with a minimum requirement of seven (7) years relevant work experience, out of which three (3) should be at supervisory level.
Or
- University Degree (Bachelor) in any of the above fields, with a minimum requirement of ten (10) years relevant work experience out of which three (3) years should be at supervisory level.

- Ability to prepare Budget, Progress Reports, Work Plans.
- Ability to effectively use the African Monitoring and Evaluation Reporting Tools.
- Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese and Spanish) and fluency in another AU language is an added advantage.

Tenure Of Appointment
- The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.
- Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.
Remuneration
- Indicative basic salary of US$ 37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (52% of basic salary), Housing allowance US$ 20,097.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
