The United Nations Office for Project Services (UNOPS) is the operational arm of the United Nations, supporting the implementation of peacebuilding, humanitarian, and development projects worldwide. We provide project management, procurement, and infrastructure services to governments, donors, and UN organizations, including the Government of Haiti, UNICEF, and the UK Department for International Development (DFID).

Functional Responsibilities

The Project Support Officer will work under the supervision of the Project Manager, providing administrative, operational, and financial support to ensure successful project delivery.

1. Project Implementation

  • Prepare and maintain project files, reports, and documentation.

  • Oversee change controls, risk registers, and issue management through document control procedures.

  • Provide specialized administrative support for monitoring and managing work packages.

  • Coordinate with the Project Manager on project planning and progress.

  • Document lessons learned and best practices.

  • Support the administration of amendments to agreements and budget revisions.

2. Project Monitoring and Reporting

  • Support the preparation of project reports in line with UNOPS policies and contractual obligations.

  • Maintain project records, including procurement, HR, and finance files.

  • Provide admin support for registers such as Quality Register and Configuration Item Records.

  • Assist in preparing project completion reports and ensure compliance with procedures.

3. Coordination and Liaison

  • Coordinate contract management (HR, service contracts, rental agreements, etc.) for project operations.

  • Liaise with support units on administrative matters related to contracts.

  • Work with the Programme Management Office (PMO) on assurance-related tasks.

  • Support stakeholder communication and ensure updates on project activities.

  • Organize and document meetings, workshops, and training sessions.

4. Financial and Procurement Management

  • Support accurate data entry into UNOPS ERP systems (OneUNOPS).

  • Monitor project budgets, expenditures, and financial processes in line with work plans.

  • Facilitate direct payments, advance requests, and budget revisions.

  • Support financial reporting and cash flow monitoring.

  • Maintain financial documentation for audits and reviews.

5. Operational and Logistical Support

  • Establish internal control systems for administrative actions.

  • Identify and resolve operational, financial, or administrative bottlenecks.

  • Liaise with finance and logistics/procurement units on commitments and disbursements.

  • Organize project/stakeholder meetings and manage travel arrangements for project staff.

6. Knowledge Management and Innovation

  • Support the compilation and sharing of lessons learned and best practices.

  • Contribute to capacity-building initiatives and knowledge dissemination.

  • Promote innovative tools and techniques for project support.

Education and Experience Requirements

Education

  • Secondary/High School Diploma is the minimum requirement.

  • A Bachelor’s Degree in Project Management, Business Administration, Finance, International Relations, or related fields with 3 years of relevant experience may be accepted.

  • A Master’s Degree in the above fields is an asset.

Experience

  • Minimum of 7 years’ relevant experience in project management support, with focus on budget management, financial monitoring, operations, reporting, and project planning.

  • Knowledge of UNOPS/UN financial rules and regulations is an asset.

  • Experience with Google Workspace (Docs, Sheets, Slides) and web-based management systems is desirable.

  • Experience working with multidisciplinary and multicultural teams is an advantage.

  • Experience with EU/EC/EIB projects/programmes is an asset.

Certifications

  • Certification in Project Management (e.g., PRINCE2 Foundation, PMI, or equivalent) is an asset.

Language

  • Fluency in written and spoken English is required.
