APADE in collaboration with WFP IN PARTNERSHIP WITH MASTER CARD FOUNDATION, is to implement a project in Northeast Nigeria (Adamawa State). The aim is to strengthen local food systems and create job opportunities for young women and men through an inclusive agribusiness value chain. This initiative aligns with WFP’s objectives of strengthening local food systems and creating job opportunities for young women and men, transforming lives, and enhancing private sector engagement to achieve zero hunger, by promoting financial inclusion and empowering youth economically.

In this context, APADE is seeking to recruit a suitable, competent, and dedicated candidate for a job opportunity to fill the position of “Monitoring and Evaluation Officer.” The candidate will be responsible for designing a comprehensive monitoring and evaluation (M&E) framework that aligns with WFP requirements and organizational objectives. Define key performance indicators (KPIs) for Youth in Work outcomes.

Details of the job:

Job Title: Monitoring and Evaluation Officer Location: Adamawa State, North East Nigeria. Duty Station: Adamawa State

Department: Program.

Project Duration: 12 months with the possibility of contract extension. Reports to: Project Manager.

Starting Date: 2nd June 2025

Tasks and Responsibility:

  • Design a comprehensive monitoring and evaluation (M&E) framework that aligns with organizational requirements and objectives.
  • Define key performance indicators (KPIs) for Youth in Work outcomes.
  • Coordinate the implementation of the M&E framework across all project activities.
  • Ensure adherence to timelines and methodologies established in the framework.
  • Oversee the development, and deployment of data collection tools (surveys, focus groups, etc.) to gather quantitative and qualitative data.
  • Ensure data integrity and accuracy throughout the collection process.
  • Analyze collected data using statistical software (e.g., SPSS, R) to assess program effectiveness.
  • Identify trends, successes, and areas for improvement related to youth employment in agricultural value chains.
  • Produce high-quality reports summarizing M&E findings, including impact assessments and progress toward objectives.
  • Present findings to stakeholders, including project teams, donors, and community partners, ensuring clear communication of insights and recommendations.
  • Facilitate regular reviews of M&E processes and findings to ensure continuous improvement of project strategies.
  • Propose adjustments based on evidence and feedback from stakeholders.
  • Provide training and support to project staff and partners on M&E best practices, ensuring they understand data collection methods, reporting requirements, and the importance of data in decision- making.
  • Engage with various stakeholders (government agencies, NGOs, community organizations) to share M&E findings and gather input, fostering collaboration and enhancing the relevance of the M&E activities.
  • Ensure compliance with organization standards and guidelines in all M&E activities.
  • Conduct regular audits of data collection processes and reporting to maintain high-quality standards.
  • Identify challenges in M&E implementation and develop solutions to overcome these obstacles and ensure that the M&E system remains effective and responsive to project needs.

Educational requirements

  • Master’s degree in Statistics, Business Administration, Economics, Public Policy, or any related field.

Professional Experience.

  • Minimum of 6 years of professional experience in monitoring and evaluation or research roles, with a solid understanding of M&E principles and practices in INGOs
  • At least 4 years of direct experience designing and implementing M&E frameworks, including data collection, analysis, and producing insightful reports that inform program strategies.

Technical Skills.

  • Expertise in statistical software (e.g., SPSS, R, or equivalent) for data analysis and familiarity with data visualization tools to effectively present findings.
  • Strong knowledge of qualitative and quantitative research methods, including survey design and sampling techniques.
  • Exceptional analytical capabilities with the ability to synthesize complex data into clear, actionable insights and recommendations.
  • Excellent written and verbal communication skills, with experience presenting M&E findings to various stakeholders, including donors, government officials, and community members.
  • Strong organizational skills and meticulous attention to detail, ensuring accuracy and reliability in data management and reporting.
  • Experience in training and mentoring staff or partners on M&E practices, fostering a culture of data- driven decision-making within the organization.
  • Proactive approach to addressing challenges and adapting strategies in response to changing circumstances within the project environment.
