Call for National Tender for Supply of Processing Kits

BC-RAD is a project with rural farmers working together in cooperatives/Farmer organizations. These farmers are engaged in various livelihood activities which includes farming, micro enterprise
business, processing activity among others. The farmers were trained on various income generating activity which includes processing of the value chain crops like groundnuts in groundnut cake, groundnut oil and soybeans into products like soybeans flour, soy milk and weaning food (Tom brown) therefore the need for purchase of packaging kits and machines in order to do value addition which will enable their products to reach high ends market.

OBJECTIVES

The objective for this procurement is to provide Farmer organizations with processing Kits machines for packaging and value additions to their products

SCOPE OF WORK/METHODOLOGY

The scope covers the purchase of the following items:

  • Sealing Machines – This equipment will be used for sealing finished products in order to enhance high marketability and profits for the women, hence the need to identify a supplier that is ready to supply and train the operators on operation and maintenance of these machines.
  • Thick food packaging leather – The purchase of this leather is to give the finished products a good outlook that will be appealing to customers and attract markets for the women in the FOs. The leather will be used on the sealing machine to package things like soybeans flour etc. Purchase of stickers: This item is needed for products label or identification it will as well give it branding pattern for the women Hence the need to identify a supplier that is ready to supply this item.
  • Packaging bottle(Clear pet plastic bottle with screw cap): This bottle will be used to package liquid products like groundnut oil, soy milk etc
  • Packaging bottle (Spice jar plastic containers): This container will be used for packaging of local spices like yaji etc
  • Packaging Leather (Ziplock bag-colored pouches): These pouches will be used for the packaging of groundnut cake.

DELIVERABLES/EXPECTED OUTPUTS

  • Women have access to processing kits for packaging and value addition at the community level
  • All the specified items to be procured within the stipulated time and will be delivered to NN intervention communities in Gombi, Hong and Michika LGAs

OPENING, EVALUATION OF TENDERS AND SELECTION CRITERIA

The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

Tender Process;

The following processes will be applied to this Tender:

  • The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.

Tenders will be evaluated on the criteria listed below:

  • Compliance with Nuru Nigeria Procurement terms and conditions. (Administrative)
  • Prices based on best value for money of items requested. (Financials)
  • Financials must be on company letterhead
  • Certified supply companies (Preferably)
  • Adherence with technical specifications requested. (Technical)
  • Quality of the product. (Technical)
  • Delivery Lead-time. (Technical)
  • Similar past experiences with NGO/UN agencies. (Administrative)
  • Availability of physical presence (Operational Office/shop). (Technical)
  • Payment Terms and Conditions. (Technical)
  • Validity of the offer. (Administrative)

In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the 8correction of formal errors or of major restrictions affecting performance of the contract or distorting competition.

Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender. No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered.

Content of Tenders

The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA in compliance with the requirements set out. The proposal
shall include, as a minimum: NN vendor registration form” and Code of conduct duly completed. These NN forms should be completed with all required information and the below to be provided accordingly.

  • Proof of company registration in Nigeria (CAC certificate);
  • Proof of being a licensed supply company
  • Current Tax Payment Certificate;
  • Quotation or detailed Price offer.
  • Prices offered must be in Nigerian Naira currency.
  • Only Unit price with WHT included will be accepted.
  • Quotation must have a date and validity
  • Quotation must mention mode of payment.
  • Nuru Nigeria’s Code of Conduct filled and signed by the duly authorized person.
  • Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.

Disclaimer.

Failure to provide all of the above and in the formats stipulated will result to disqualification of the Tenderer’s proposal.

Order of arranging documents

  • Administrative and technical document should be put in the same envelope and marked “Administrative and Technical”
  • Financial offers should be placed in a different envelop marked “Financial offer”
  • All copy placed in a sealed non-identifiable envelope.

This sealed non-identifiable envelope shall be titled: Tender for Supply of Processing Kits: ITB-2025-0053

NB: Only bidders that pass Administrative and Technical evaluation will proceed to Financial Evaluation.
