Job Title: Construction Engineer – LGA Based

Locations: Anambra, Bayelsa, Benue, Borno, Cross River, Delta, Ebonyi, Edo, Kano, Katsina, Kebbi, Kogi, Ogun, Ondo, Osun, Oyo, Sokoto, Yobe, and Zamfara
Employment Type: Contract

Job Summary

  • UNICEF, in collaboration with the Global Fund and the National Primary Health Care Development Agency (NPHCDA), aims to rehabilitate and strengthen primary healthcare facilities under the Global Fund PHC Revitalization Project.
  • To ensure effective delivery, timely supervision, and adherence to quality standards, local engineers will be engaged at the LGA level.
  • Their role will include daily monitoring of revitalization activities at the PHC level, providing technical oversight, and ensuring that contractors implement the agreed scope of work efficiently and in line with specifications.

Job Details
Main Responsibilities and Tasks:

  • Conduct daily visits to assigned PHCs to monitor ongoing construction and revitalization activities.
  • Ensure construction work progresses according to approved plans, quality standards, and timelines.
  • Identify and promptly report any delays, issues, or deviations to the project management team.
  • Maintain accurate daily records of site visits, observations, and progress updates.
  • Liaise with contractors and PHC staff to address on-site concerns and report them according to the established hierarchy.
  • Provide timely feedback and recommendations to the project team to improve implementation efficiency.

Deliverables

  • Daily Reports – Document progress, observations, and any issues at assigned PHCs, following all provided reporting formats.
  • Timely reporting of delays, deviations, or concerns to the project team.
  • Provide actionable feedback to enhance construction quality and implementation efficiency.

Requirements
Education:

  • M.Sc. Architect, Civil Engineer, Structural Engineer
  • B.Sc. Architect, Civil Engineer, Structural Engineer with a minimum of 2 years experience in the built environment.

Language:

  • Excellent communication and writing skills in English.
  • Knowledge of local language in the assigned state (Hausa, Igbo or Yoruba).

Work Experience:

  • Experience in construction supervision, especially:
    • Health facility construction or renovation
    • Water, sanitation & hygiene systems (WASH)
    • Structural integrity assessment
    • Rural or community-based project
  • Overall, a minimum of three years’ professional experience in the civil engineering construction field is required.
  • Experience in managing PHCs construction/rehabilitation projects would have added advantages.
  • Experience in community dialogue, ability to work at the community level, and ability to speak the local language
  • Teamwork and negotiation skills on project development issues at the community level
  • Excellent presentation skills, both in terms of written and oral communication.
  • Willingness to travel to rural and semi-urban areas of the state/country.
  • IT skills with the ability to generate data, interpret, and utilize it for planning.
  • Ability to work effectively with LGAs and local leaders.
