Essential Job Functions for the enumerators

The data collection enumerators will be engaged primarily to support Mercy Corps and Kigali Collaborative Research Centre (KCRC) in the tasks related to assessing REUCS Unit’s monitoring frameworks against the development needs of the communities and related appropriate operational frameworks. The task will include (but not be limited to):

  • Attend a compulsory one-day enumerator training session.
  • Carrying out data collection from respondents in FCT Rubochi and Kaida within the specific identified areas of operation.
  • Processing the data by typing and submitting via the data collection tool provided on a daily basis.
  • Attending and actively participating in team meetings, feedback sessions, or general information update sessions.
  • Carry out the exercise strictly within the provided timelines as indicated in this SOW.
  • Observing strict accuracy in data collection and entry.

Enumerator deliverables

The enumerators will be expected to produce clear and measurable deliverables that will demonstrate successful completion of the assigned tasks and serve as the basis upon which payment will be made. These are

  • Accurate daily data submissions through the designated collection tool.
  • Verified attendance and participation in daily team meetings, feedback sessions, and information updates. Within these meetings, the enumerators will be expected to share community insights and feedback notes highlighting operational challenges or observations for the day.
  • Timely completion of assigned tasks strictly within the agreed schedules and timelines.
  • Quality-assured datasets reflecting adherence to accuracy standards and corrections made when flagged.

Sample size
The survey is expected to reach 400 respondents in FCT Rubochi and 300 respondents in Kaida. Hence, each enumerator will be expected to reach 20 respondents per day while at Rubochi and 19 interviews per day while in Kaida.

Influence & Representation
The enumerators will be expected to represent the interests of CORE and those of the respondents, as will be outlined in the training. The respondents will also be expected to communicate effectively to ensure that the overall project targets are met.

Security

The enumerators will be expected to ensure compliance with security procedures and policies as determined by the team leadership.

Enumerators must strictly:

  • Adhere to informed consent procedures
  • Respect confidentiality and data protection protocols
  • Avoid coercion, bias, or leading respondents
  • Engage participants with cultural sensitivity

Qualifications and Rquirements

  • Applicants should possess a minimum of a B.Sc./HND, OND, NCE, or equivalent qualifications.
  • The Enumerator should have basic assessment skills in data collection, preferably in mobile data collection.
  • The Enumerator should have basic skills in operating an Android
  • The Enumerator must be able to read, write and speak fluently in English language and
  • The Enumerator should have basic assessment and observation skills in data
  • The Enumerator must have good interpersonal and communication skills with the ability to communicate in the local language in the community (preferably Hausa, and any other Local Language)
  • Must be flexible to work and available to respond to comments and questions in a timely and appropriate manner.
  • High regard for cultural norms and
  • Demonstrate patience and good leadership
  • Willing to learn new things and volunteer

Criteria

  • Fluency in English, Hausa, and an additional local language will be assessed.
  • Demonstrate good reading and translation skills.
  • Good typing and data entry ability.
  • Level of education will be taken into consideration.
  • Previous experience as an enumerator or similar role will be considered.
